TOWN OF VIEW ROYAL GENERAL NOTES
GENERAL
- CONTRACTOR SHALL BE REGISTERED WITH WORK SAFE BC.
- ALL CONSTRUCTION AND MATERIALS SHALL BE IN ACCORDANCE WITH THE TOWN OF VIEW ROYAL (TOWN) SUPPLEMENTAL SPECIFICATIONS AND THE 2019 EDITION OF THE MASTER MUNICIPAL CONSTRUCTION DOCUMENTS (MMCD). IN THE EVENT OF A DISCREPANCY BETWEEN TOWN SPECIFICATIONS AND MMCD, THE MORE STRINGENT SHALL APPLY.
- SEWER AND DRAIN WITHIN PRIVATE PROPERTY SHALL BE CONSTRUCTED IN ACCORDANCE WITH THE BC PLUMBING CODE AND BC BUILDING CODE.
- A PRE-CONSTRUCTION MEETING SHALL BE HELD A MINIMUM OF 48 HOURS PRIOR TO CONSTRUCTION AND SHALL INCLUDE AT A MINIMUM, THE CONTRACTOR, CONSULTING ENGINEERING, TOWN REPRESENTATIVES, CRD REPRESENTATIVE, AND UTILITY REPRESENTATIVES.
- THE CONTRACTOR SHALL OBTAIN THE TOWN'S PERMIT TO WORK WITHIN ROAD ALLOWANCE A MINIMUM OF FIVE WORKING DAYS PRIOR TO START OF CONSTRUCTION. THE CONTRACTOR SHALL SUBMIT EMERGENCY CONTACT NUMBERS TO THE TOWN'S REPRESENTATIVE AS PART OF THIS PERMIT.
- PRIOR TO CONSTRUCTION, THE CONTRACTOR SHALL VERIFY THE LOCATIONS AND ELEVATIONS OF ALL EXISTING SERVICES BY EXPOSING THEM AT EACH CONNECTION POINT, OR AS OTHERWISE DIRECTED BY THE TOWN'S REPRESENTATIVE.
- PRIOR TO STARTING ANY WORK, THE CONTRACTOR SHALL SUBMIT A CONSTRUCTION SCHEDULE TO THE TOWN'S REPRESENTATIVE FOR REVIEW AND ACCEPTANCE. THE CONTRACTOR SHALL PROVIDE THE TOWN'S REPRESENTATIVE WITH AT LEAST 24 HOURS NOTICE PRIOR TO ANY PHASE OF CONSTRUCTION.
- THE CONTRACTOR SHALL PROVIDE AN EROSION AND SEDIMENT CONTROL PLAN FOR THE WORK AREA.
- TREE PROTECTION FENCING AND BARRIERS ARE TO BE PLACED PRIOR TO SITE DISTURBANCE. ALL TREE PROTECTION SHALL BE AS PER THE APPROVED ARBORIST REPORT AND TREE PRESERVATION PLAN.
- THE CONTRACTOR SHALL CONTACT BC ONE CALL A MINIMUM OF THREE WORKING DAYS PRIOR TO START OF CONSTRUCTION.
- ALL OR ANY EXISTING UNDERGROUND UTILITIES ARE NOT NECESSARILY SHOWN. EXISTING UNDERGROUND UTILITIES SHALL BE LOCATED AND ALL UTILITY COMPANIES CONTACTED, PRIOR TO INSTALLING ANY NEW UNDERGROUND SERVICES.
- WHERE CONSTRUCTION OCCURS WITHIN OR ADJACENT TO EXISTING ROADS, THE TOWN SHALL BE CONTACTED PRIOR TO CONSTRUCTION. A TEMPORARY BUS STOP SHALL BE PROVIDED BY THE CONTRACTOR AS DIRECTED BY THE BC TRANSIT SERVICE DELIVERY MANAGER. PEDESTRIAN AND BUS ACCESS SHALL BE MAINTAINED AT ALL TIMES THROUGHOUT CONSTRUCTION.
- THE CONTRACTOR SHALL FOLLOW ALL CURRENT PROVINCIAL REGULATIONS FOR BLASTING AND SHALL BE FULLY RESPONSIBLE FOR PRE-BLAST SURVEYS, FOR NOTIFICATION TO NEARBY OCCUPANTS OF ALL BUILDINGS OR DWELLINGS WITHIN THE DISTANCE SPECIFIED BY THE PROVINCIAL REGULATIONS, AND FOR THE REPAIR OF ANY DAMAGE CAUSED BY BLASTING OPERATIONS. THE CONTRACTOR SHALL NOTIFY THE TOWN AT LEAST 24 HOURS PRIOR TO COMMENCING BLASTING.
- THE CONTRACTOR SHALL NOTIFY ALL RESIDENCES AND/OR BUSINESSES AFFECTED BY THE CONSTRUCTION FIVE DAYS PRIOR TO STARTING THE CONSTRUCTION. THE CONTRACTOR SHALL EACH DAY INDIVIDUALLY NOTIFY EACH RESIDENCE OR BUSINESS WHICH WILL BE AFFECTED BY THE NEXT DAYS' WORK.
- A COPY OF THE APPROVED DESIGN DRAWINGS AND THE ENGINEERING SPECIFICATIONS, INCLUDING THE MMCD, SHALL BE MAINTAINED BY THE CONTRACTOR AT THE PROJECT SITE AT ALL TIMES FOR THE DURATION OF CONSTRUCTION.
- TRAFFIC CONTROL SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR AND SHALL COMPLY THE BC TRAFFIC CONTROL MANUAL FOR WORK ON ROADWAYS AS WELL AS ALL OTHER APPLICABLE REGULATIONS OF WORKSAFE BC. VEHICULAR AND PEDESTRIAN ACCESS SHALL BE MAINTAINED AT ALL TIMES.
- CONSTRUCTION IN AND ABOUT A WATERCOURSE SHALL RECEIVE PRIOR APPROVAL FROM THE PROVINCIAL MINISTRY OF ENVIRONMENT AND/OR THE FEDERAL DEPARTMENT OF FISHERIES AND OCEANS (DFO) AND SHALL BE UNDER THE SUPERVISION OF AN ENVIRONMENTAL MONITOR IF DIRECTED BY THE TOWN'S REPRESENTATIVE.
- ALL AREAS DISTURBED BY THE WORKS, INCLUDING PRIVATE PROPERTY, TOWN STREETS OR OTHER ROADS, SHALL BE THOROUGHLY EXCAVATED AND DISPOSED OF AS PER CRD AND TOWN BYLAWS OR AS DIRECTED BY THE TOWN'S REPRESENTATIVE.
- ALL EXISTING TREES SHALL BE PROTECTED WITH PROTECTIVE FENCING AS PER ARBORIST REPORT. ALL WORK AROUND TREES SHALL BE UNDER THE DIRECTION OF THE PROJECT ARBORIST.
- THE CONTRACTOR SHALL BE HELD RESPONSIBLE FOR ANY DAMAGE CAUSED TO EXISTING STREETS, SERVICES OR ROAD MARKINGS, INCLUDING WEAR AND TEAR BY CONSTRUCTION TRAFFIC. THE CONTRACTOR SHALL MAKE REPAIRS AT THEIR OWN COST TO THE SATISFACTION OF THE TOWN'S REPRESENTATIVE.
- ALL EXCAVATED TRENCHES ARE TO BE BACKFILLED AND COMPACTED TO THE SATISFACTION OF THE TOWN'S REPRESENTATIVE.
- ATTEMPTS SHALL BE MADE TO KEEP PROPERTY PRIVATE ADDRESS MARKERS OR POST OFFICE BOXES VISIBLE DURING CONSTRUCTION.
- THE CONTRACTOR SHALL KEEP ALL OPEN TRENCHES IN THE TRAVELLED LANES SAFELY DRIVEABLE, WITH SMOOTH TRANSITIONS AND SURFACE OUTSIDE OF CONSTRUCTION HOURS. WARNING SIGNAGE SHALL BE IN PLACE AS APPLICABLE AT ALL TIMES.
- ALL DISTURBED SURFACE FEATURES SUCH AS PAVEMENT, GRASS, CURBS, ETC. SHALL BE REPLACED BY A BC LAND SURVEYOR, AT THE CONTRACTOR'S EXPENSE.
- UPON COMPLETION OF THE WORKS, RECORD DRAWINGS SHALL BE PREPARED BY A PROFESSIONAL ENGINEER.
- AFTER CONSTRUCTION, WORK AREAS AND EXISTING FEATURES SHALL BE RESTORED TO THEIR ORIGINAL CONDITION OR BETTER. ALL SURPLUS OR REMOVED MATERIAL SHALL BE REMOVED FROM THE SITE AND DISPOSED OF PROPERLY IN ACCORDANCE WITH ALL APPLICABLE GUIDELINES AND REGULATIONS.
ROAD WORKS AND SIDEWALKS
- ALL ROADS SHALL BE DESIGNED AND CONSTRUCTED IN ACCORDANCE WITH THE MMCD STANDARDS.
- NEW OR REPAIRED SHOULDERS ALONG ROADWAY EDGE SHALL BE A WIDTH OF 1.2M FROM PAVEMENT, UNLESS OTHERWISE DIRECTED BY THE TOWN'S REPRESENTATIVE.
- WHERE A TRENCH IS UNDER OR WITHIN 1.0 METERS OF THE ROADWAY OR DRIVEWAY EDGE, FULL DEPTH GRANULAR BACKFILL SHALL BE USED.
- FOR PHASES 4-6, THE MAIN ACCESS ROAD TO THE CUL DE SAC SHALL BE 6.75m WIDE FROM GUTTER FACE TO GUTTER FACE. CATCH BASINS SHALL BE PLACED AT ALL LOW POINTS. MOUNTABLE CURB SHALL BE 150mm WIDE. NON-MOUNTABLE CURB SHALL BE 200mm WIDE.
PAVEMENT MARKING AND SIGNAGE
- ALL PAVEMENT MARKINGS AND DIRECTION SIGNAGE SHALL BE INSTALLED AT APPLICABLE LOCATIONS. SIGN LOCATIONS SHALL BE APPROVED BY TOWN'S REPRESENTATIVE.
- ALL SIGNS AND PAVEMENT MARKINGS SHALL CONFORM TO THE LATEST TAC GUIDELINES, INCLUDING THE CONTRACTOR'S CONTACT INFORMATION.
- ALL PAVEMENT MARKINGS SHALL BE WITHIN THE VOLATILE ORGANIC COMPOUND (VOC) CONCENTRATION LIMIT AS PER ENVIRONMENT CANADA REGULATIONS.
- PAVEMENT MARKINGS SHALL BE THERMOPLASTIC LAFRENTZ SYSTEM 300 OR APPROVED EQUIVALENT, UNLESS OTHERWISE NOTED, AND 3.0 MM IN THICKNESS.
- BIKE LANE GREEN ANTI-SKID APPLICATIONS SHALL BE LAFRENTZ SKID RESISTANT MATERIAL OR APPROVED EQUIVALENT, GREEN COLOUR SHALL MATCH EXISTING GREEN BIKE LANES.
- THE CONTRACTOR SHALL ENSURE THAT THE SURFACE OF THE NEW PAVEMENT IS CLEAN AND DRY PRIOR TO THE APPLICATION OF PAVEMENT MARKINGS.
- INLAID RECESSED REFLECTIVE PAVEMENT MARKERS SHALL BE INSTALLED AT A DEPTH SUCH THAT THE TOP SURFACE OF THE MARKER IS SLIGHTLY LOWER THAN FINISHED GRADE.
- REMOVAL OF EXISTING PAVEMENT MARKINGS SHALL BE PERFORMED BY GRINDING OR BLASTING. EXISTING RECESSED REFLECTORS NOT LOCATED WITHIN PROPOSED PAVEMENT MARKINGS SHALL BE REMOVED AND THE ASPHALT REPAIRED TO TOWN SPECIFICATIONS.
- SIGNS SHALL BE MOUNTED ON METAL POLES (TELSPAR OR APPROVED EQUIVALENT) AND SPACED AS DIRECTED BY THE TOWN'S REPRESENTATIVE.
- SIGNS SHALL BE PLACED AT BACK OF SIDEWALK. NO SIGNS SHALL BE PLACED IN A SIDEWALK UNLESS APPROVED BY THE TOWN'S REPRESENTATIVE.
- SIGNS AND PAVEMENT MARKINGS SHALL NOT BE MOUNTED ON STREET LIGHT POLES, AS APPROVED BY THE TOWN'S REPRESENTATIVE. SIGNS SHALL BE BANDED TO THE POLES, NOT DRILLED, AS PER TOWN SPECIFICATIONS.
- FOR TRAFFIC SIGNAL SIGNAGE, SEE DRAWINGS ON ELECTRICAL PLANS.
- BIKE SIGNS AND STENCILS SHALL FOLLOW CURRENT TAC GUIDELINES.
- BUS STOP SIGNS AND PAVEMENT MARKING SHALL FOLLOW BC TRANSIT GUIDELINES.
- EXISTING SIGN POSTS AND BASES CAN BE RE-USED IF BY CONFORMANCE WITH EXISTING SPECIFICATIONS, OR AS APPROVED BY TOWN'S REPRESENTATIVE.
SANITARY SEWER
- THE CONTRACTOR SHALL CONFIRM THE LOCATION AND INVERTS OF EXISTING SANITARY SEWER CONNECTIONS PRIOR TO CONSTRUCTION.
- ALL SANITARY SEWER MANHOLE LIDS SHALL BE STAMPED "SANITARY SEWER".
- FOR EXISTING PIPES OR SERVICE CONNECTIONS THAT ARE TO BE ABANDONED, THE CONTRACTOR SHALL CAP ENDS AND FILL WITH CDF OR APPROVED ALTERNATE, AS DIRECTED BY THE TOWN'S REPRESENTATIVE. EVIDENCE OF THIS (SUCH AS PHOTOGRAPHS) SHALL BE PROVIDED TO THE TOWN'S REPRESENTATIVE PRIOR TO BACKFILLING. ABANDONED SEWER LINES SHALL BE NOTED ON THE AS-CONSTRUCTED DRAWINGS.
- ALL SEWER TO BE SDR35 RATED PIPES.
- SANITARY SERVICE CONNECTIONS TO BE 100 mm DIAMETER UNLESS OTHERWISE NOTED.
STORM DRAINS
- THE CONTRACTOR SHALL COMPLETE AND SUBMIT THE TOWN'S APPLICATION FOR DRAINAGE CONNECTION DOCUMENT FOR ALL REQUIRED STORM DRAIN CONNECTIONS TO THE TOWN'S REPRESENTATIVE PRIOR TO COMMENCEMENT OF CONSTRUCTION.
- THE CONTRACTOR SHALL CONFIRM THE LOCATION AND INVERTS OF EXISTING STORM DRAIN CONNECTIONS PRIOR TO CONSTRUCTION.
- SILTATION CONTROL TO THE ACCEPTANCE OF THE TOWN'S REPRESENTATIVE SHALL BE USED AT ALL DRAINAGE OUTLETS. THE CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTENANCE AS REQUIRED. CATCH BASINS SHALL BE CLEANED ON A REGULAR BASIS THROUGHOUT CONSTRUCTION.
- CATCH BASIN RIM ELEVATIONS GIVEN ARE THE ELEVATION OF THE SURFACE INLET.
- THE LEAD SHALL EXTEND INTO THE CATCH BASIN SUCH THAT A 90 DEGREE ELBOW, REMOVABLE FOR CLEANING AND WITH AIR HOLES, CAN BE ATTACHED.

- PROVIDE MINIMUM 0.9M COVER FOR WATERMAINS.
- MARK WATERMAINS BELOW GRADE USING A METALLIC REINFORCED UNIFORMED DETECTABLE RE-BOARD DETECTABLE MARKING TAPE AS PER CRD SPECIFICATIONS.
- MAINTAIN A MINIMUM OF 3M HORIZONTAL CLEAR SEPARATION AND 450MM VERTICAL SEPARATION BETWEEN WATERMAINS AND ALL SANITARY SEWER/SERVICES AND DRAIN SEWER/SERVICES EXCEPT WHERE NOTED AND APPROVED BY CRD WATER SERVICES. - NEUTRALIZE CHLORINE SOLUTION IN ACCORDANCE WITH MINISTRY OF ENVIRONMENT AND FISHERIES AND OCEANS CANADA REGULATIONS PRIOR TO DISCHARGE TO ANY DRAINAGE COURSE OR SYSTEM.
