1. CALL TO ORDER – Mayor Tobias called the meeting to order at 6:00 p.m.
The Mayor acknowledged that this meeting is being held on the traditional territory of the Songhees Nation and the Esquimalt Nation.

a) 2022-2026 Five Year Financial Plan Deliberations
1. Summary from February 16, 2023 meeting
The Director of Finance provided an overview to the Committee as to where discussions had advanced to at their February 16, 2023 meeting in Schedule 3.1 Capital Projects.
2. Continued 2022-2026 Financial Plan Deliberations
a) Capital Projects The Committee continued to discuss the capital projects and supported those listed in the draft budget (Schedule 3.1) with the following exceptions, notations, and amendments:
Parks Services:
- Development of road ends (C-114) – details on these projects to be provided as each one comes up with a view to including a component of consultation;
- Parks signage and wayfinding (C-124) – remove project from the 2023-2027 Financial Plan (total $210,000); and
- Watkiss Way Community Park development (C-122) – details on how the funds are proposed to be spent to be provided after the consultation and preliminary designs have been completed.
The Director of Finance introduced the Service Plans Budgets to the Committee. The Committee and staff discussed percentage increase in labour costs and next steps including “parking lot” items, reserves, and transfers.
