Your Organization’s Objectives and Services
1) Describe your organization’s mission statement and how your services meet them: PACS' mission is to plan, promote, develop, construct and operate an arts facility that will accommodate a comprehensive range of cultural and community experiences. It will provide space for community and professional performances, as well as studio spaces for dance, music, fine arts and more. We have been working to raise awareness of the need for this facility, building partnerships, and developing a feasibility study to support this. This project will further those goals.

Details of Your Organization’s Grant Request
1) Nature and goals of the project, program or event: PACS wants to ensure that the proposed arts and culture centre is highly accessible to people of all abilities (including those with physical or mental challenges), and inclusive of all (including gender- and neuro-diverse and BIPOC communities). PACS is working with the West Shore Arts Council, and has submitted a funding application to the BC Arts Council for $25,000 to support a consultant study that will connect with user groups to clarify their needs and desires, to research best practices from similar facilities, and identify potential sources of funding. The BC Arts Council funds a maximum of 75% of project costs (project budget $36,000). The remaining funds are being requested through GIA applications to all West Shore Councils. In addition, both West Shore Arts Council and PACS will be contributing volunteer time to oversee the project implementation and ensure a quality product. Project funders will be acknowledged in the consultant report.
2) Summary of direct and indirect benefits to the Town of View Royal: The CRD Stage One report clearly identified a lack of performance space in the West Shore, and a lack of truly accessible performance space throughout the entire CRD region. For residents throughout the West Shore, including View Royal, having a nearby arts and culture centre will reduce the time (and greenhouse gas emissions) in travelling downtown or elsewhere to enjoy performances, or take classes in music, art, drama, dance and more. Ensuring that the centre is truly accessible and inclusive means that it can be used by every resident of the region, including those who might otherwise find it hard to participate. In turn, this will make sure that the centre is well used at all times, helping to support a more balanced budget. The centre itself will bring economic benefit to View Royal given that the proposed location is on Island Highway. It will encourage the development of supporting facilities such as a hotel, restaurants, art supply stores and more.
Conditions of Funding
- The applicant must acknowledge the support of the Town in all printed and publicity material related to the project, event, or program;
- Funds must be used for the purpose for which they were requested. Any funds not used for the requested purpose must be returned to the Town.
- Funds will be released as follows: a. Grants in aid provided for annual programs will be released at 100% at time of approval by Council; b. Grants in aid provided for special projects or events will be released at 50% at time of approval by Council and 50% after receipt of the final report; c. Conditional grants in aid will be paid 100% upon satisfactory proof that the conditions, as set by Council, have been met.
- Organizations receiving grants from the Town shall provide an accounting of the project or program for which the grant was approved as follows: a. Where the grant in aid was for a specific project or event the applicant must submit a final report within 45 days after the project or event is complete. b. Where the grant in aid was in support of an annual program, the applicant must submit a final report within 60 days of the end of the organization’s fiscal year.
- An final report must include the following information: i. Evaluation of the project, event, or program; ii. Financial statement of actual revenue and expenses for the project, event or program; iii. Attendance figures, if applicable; iv. Number of participants in the project, event, or program; and v. Evaluation of the direct and indirect benefits to the Town.
- In the event that the project or program is not completed, the grant recipient organization must notify the Town as soon as practical and refund any grant funds that have been provided for that project.

Financial Highlights
Juan De Fuca Performing Arts Centre Society accelerated its activities in 2022 thanks to the financial support from the City of Colwood and the business community. A feasibility study update of the West Shore Community Arts and Culture Centre was commissioned during the year to refresh a previous feasibility study in order to advance the project forward. Increased promotional activities also allowed the organization to engage the community into discussion of this community project and to raise its profile during the 2022 municipal election. This will pave the way to further engage community leaders in 2023.
The organization is grateful for the continuing financial support provided by the City of Colwood. A small operating surplus was achieved in 2022 after two years of deficit. The Society Directors meet regularly throughout the year mainly by video-conference. Board members contributed more than 700 in-kind hours in 2022. In addition, a collaboration with Royal Roads University resulted in a significant contribution of time by MBA learners, valued at about $80,000.
