Details of item to be added: That all Project c-114 "Development of Road ends" be postponed pending re-assessment of priorities, capital and operating costs.

Further that strategy 17, View Royal Parks Master Plan (2017) be re-evaluated with new park priorities. Specifically, remove both Thomas Road and Stillwater will cost $125k capital and $5k operating. Since 2017, with Crane Place, Portage Linear Park improvements, and the Helmcken Centennial Park shoreline trail, these are redundant with little "view value". The Plan did not fully assess adverse impact on the sensitive Migratory Bird Sanctuary nesting and feeding, and disturbances of natural habitat in the narrow channels. Nor did it consider impacts and adaptions needed for sea level rise (SLR) to Portage Inlet parklands as per CRD reports 3 years later. The Centennial Park master plan will likely call for extensive mitigation (raising fields) for SLR and flooding risks due to "atmospheric rivers" (sloping terrain to the park and Craigflower Creek ground saturation). $125k needed here.
