General Notes
General
- All construction and materials to be in accordance with the Town of View Royal Subdivision and Development Bylaw, the MMCD Platinum Standard Specifications and Drawings unless otherwise noted.
- Where a conflict between the specifications arises, the most stringent shall apply.
- Contractor shall not construct works on a municipal right of way unless a permit has been obtained from the Town at least 48 hours prior to the start of any construction.
- Contractor shall verify all existing conditions on site prior to construction.
- Contact BC One Call, Telus, BC Hydro, Shaw Cable and Terasen Gas 48 hours prior to the start of any excavation.
- Contractor shall locate all existing services and junction points 48 hours prior to starting construction on any such services. Ensure engineer has confirmed the horizontal and vertical locations.
- Trench backfill shall be Class 'B' bedding.
- Where a trench is under or within 1.0m of the edge of a road or driveway, trench backfill from the top of the pipe bedding shall be compacted granular fill to road, parking or driveway subgrade.
- Do not bury any backfill operations until the works have been inspected by the engineer.
- After construction, restore work areas and all existing features to their original condition or better.
- All services shall be installed to terminate beyond the future Watkiss Way and the Galloping Goose Trail during construction. Contractor to extend all pipes to a point 1.0m away from edge to void damaging the existing trail or roadway.
- Adjust all proposed and existing appurtenances to meet the final design elevations.
- All construction on private property shall be carried out in properly in accordance with the BC Plumbing Code and National Building Code. Construction is subject to inspection by the municipal plumbing and/or Royal inspectors.
Sewer and Drain
- Sewer and drain services to be 150 Ø PVC SDR28 at a minimum grade of 2.0% complete with inspection chambers. Sewer and drain mains to be minimum 200 Ø PVC SDR35 unless otherwise noted on the drawings.
- Sewer and drain pipe up to and including 150mm diameter to be CSA approved. Pipe for 200mm diameter and over pipe to be CSA approved PVC.
Water
- Construction shall not proceed without first obtaining CRD Water Services approval to commence construction.
- Contractor shall be registered with Work Safe BC.
- Contractor shall be fully responsible for all services at the site.
- All waterworks construction and materials shall be in accordance with CRD Water Services specifications.
- CRD Water Services shall install hydrant as per standard drawing #30. All costs shall be paid by the developer.
- All piping shall have continuous 14 gauge copper tracer wire or detectable reinforced underground utility marking tape. The wire shall be taped to the pipe at 3m intervals. The tape shall be marked "Caution: Water Line Buried Below" and placed on top of the pipe cushion 300mm above the top of the pipe.
- Contractor to submit three copies of record drawings upon completion with water meter at the developer's expense.
- Maintain a minimum 3.0m horizontal separation between water services and other underground utilities. Maintain a 3.0m between sewer services, sanitary or storm/drain. In special circumstances where it is not possible for a water service to be more than 450 mm in elevation the horizontal offset may be reduced to no less than 1.0m from the other utility service. This special exemption must be approved by CRD Water Services.
- Maintain a minimum of 1.5m horizontal centre to centre and 150mm clear vertical separation between water services and other utilities except at road crossings where 300mm vertical clearance shall be maintained except where noted and approved by CRD Water Services.
- Maintain a minimum of 1.0m horizontal centre to centre and 450mm clear vertical separation between water mains and sewer services, sanitary or storm/drain. In special circumstances where it is not possible for a water main to be above a sewer main by more than 450mm in elevation the sewer main shall be pressure tested in the presence of CRD personnel.
- The contractor shall disinfect water mains in accordance with AWWA C651. Bacteriological samples taken from three consecutive water samples for health tests shall be collected and tested. All costs shall be born by the developer.
- Under no circumstances shall chlorinated water enter the environment and Fisheries and Oceans Canada regulations prior to discharge into the sewer system.
- Contractor shall not operate or connect to CRD Water Services prior to proceeding with any waterworks.
- CRD Water Services shall make all connections to existing water mains at developer's expense. Contractor shall provide excavation and any other water services for work required by CRD Water Services forces.
- All private service lines and all new water services must be terminated at the outside of driveways or paved subgrade.
- Any temporary or permanent connections to CRD Water Services shall be subject to backflow protection and shall be performed by CRD Water Services personnel only.
Road
- Construct all roadways and cul de sacs in accordance with the Town of View Royal Standard Specifications and as shown on the typical section and detail drawings.
- Contractor to ensure existing monuments are not disturbed during construction. Any disturbed monuments on private property to be as referenced by and, if disturbed, be replaced by a BCLS at the developer's expense.
- Trenching to be backfilled in 300mm lifts and compaction to MMCD Standard Drawings G1 and G2.
- Saw cut existing pavement for costs for asphalt work and include in the tender price.
- Re-establish any landscaping that is disturbed during construction.
- Re-establish any irrigation lines that are disturbed during construction.
Trees
- Obtain a permit from the Town of View Royal Parks Department prior to the start of any construction.
- Contractor shall ensure no trees to be removed from damage during construction.
- No tree roots over 50mm are encountered.
- Obtain a permit from the Town of View Royal Parks Department of View Royal prior to removal of any trees on private or municipal property as per Bylaw #333. Contractor shall obtain and comply with the terms and conditions at the start of any construction.
- The contractor shall be responsible for supervising the arborist to direct the removal of the trees within the sewer easement and ensure the roots are removed as directed by the oak tree arborist.
- Arborist to direct the removal of the trees within the sewer easement to minimize damage to the roots of the remainder of the oak tree.
- The arborist to determine the sensitive root zones areas and shall be discrete to supervise trenching and road construction.
Hydro, Telephone, Cable, Street Lighting, and Gas
- Contact BC One Call at 1-800-474-6886 a minimum of 72 hours prior to start of construction.
- The contractor shall be responsible for the coordination of any Hydro, Telus, Shaw Cable and Terasen Gas facilities as shown schematically on this drawing. Refer to utility company records for actual locations.
- Construct underground Hydro, Telephone and Cablevision as specified in and in accordance with BC Hydro, Telus and Shaw Cable specifications.
- If gas is required, the contractor shall contact FortisBC at 1-800-224-2710 a minimum of 20 days prior to install. FortisBC shall install gas service pipe to the developer's site at the developer's expense.
