1. CALL TO ORDER

Mayor Tobias called the meeting to order at 3:30 p.m.

The Mayor acknowledged that this meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

4. PETITIONS & DELEGATIONS

a) K. Gilbert, Vancouver Island South Film and Media Commission, Re: Current State of the Film and Television Industry

Ms. Gilbert gave a presentation regarding the current state of the film industry in the region, including the spin-off benefits provided and growth opportunities. She requested that View Royal consider funding the Vancouver Island South Film and Media Commission at their full ask in the Town’s 2023 budget as either a grant-in aid or as a fee for service.

The Committee thanked the Vancouver Island South Film and Media Commission for bringing jobs to the region and questioned the fee model used by other municipalities, revenue generation, and what the Town could do to attract more filming.

Supt. Preston gave a report to the Committee regarding statistics, calls for service, open files in View Royal, and the “Cram the Cruiser” event.

The Committee and Superintendent discussed noise from vehicles and crime in View Royal.

a) Sustainable Infrastructure Replacement Plan and Draft Asset Management Policy Report

  1. Report dated December 6, 2022 from the Deputy Director of Engineering and Manager of Accounting

The Director of Engineering and Parks introduced C. Paine and D. Morrical who provided an overview of the report.

The Committee and staff discussed Casino revenue, replacement costs of assets and infrastructure, incorporating growth with asset replacement, inability to incorporate into Development Cost Charges, and tax implications.

COW-24-22 THAT the report dated December 6, 2022 from the Deputy Director of Engineering and Manager of Accounting titled “Sustainable Infrastructure Replacement Plan and Draft Asset Management Policy Report” be received;

AND THAT the Committee recommend to Council that staff further develop the Town’s Asset Management Program in accordance with the AMBC Framework. CARRIED

COW-25-22 THAT the Committee recommend to Council that both the Ministry of Transportation and Infrastructure and BC Transit be requested to provide traffic studies relating to the impacts of the proposed traffic light, pedestrian use, and the potential park and ride facility at the Atkins area Rapid Transit Mobility Hub.

The Committee and staff discussed sound mitigation options.

The Committee agreed that the action at this time will be specific to the noise barrier fence option only as the trees/vegetation buffer option and that option’s related irrigation requires further exploration due to anticipated costs.
