1. CALL TO ORDER
Mayor Tobias called the meeting to order at 3:30 p.m.
The Mayor acknowledged that this meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

THAT the agenda be amended to defer item 6.3.4(a) to the January 17, 2023 Council meeting and include items 4(c), 6.3.2(a), 7.3.4(a) and 8(a);

a) Minutes of the Committee of the Whole meeting held December 13, 2022

4. PETITIONS & DELEGATIONS
a) T. Fryatt, LifeCycles Project Society, Re: Welland Community Orchard and Future Goals
Mr. Fryatt gave an overview of Welland Legacy Park to the Committee, specifically noting the Park as a community learning orchard, describing future activities, and encouraging members of Council to visit the Park.
The Committee and Mr. Fryatt discussed LifeCycles Project Society’s work at Welland Legacy Park, identification of apple species, distribution of fruit, and future workshops.
b) R. Painter, 1 Tuzo Court, Re: Crossing Guard Program *item removed at the speaker’s request
c) N. Duncan, Chair, and K. Stride, Secretary-Treasurer, Greater Victoria School District (GVSD), Re: Crossing Guard Service
Ms. Duncan spoke to the Committee regarding funding for the crossing guard service, specifically, disbanding of the Greater Victoria Crossing Guard Association, School Board employees (educational assistants) now providing crossing guard services, costs, crossing guard services in View Royal, the possibility of entering into a memorandum of understanding between GVSD and municipal partners for the funding of crossing guard services; and requested that the Town consider funding the crossing guard service in View Royal for the 2023/2024 school year.
The Committee and Ms. Duncan discussed the GVSD administering crossing guard provisions, educational assistants’ salary and duties, options for crossing guards, and funding for crossing guards in other municipalities and in School District No. 62.

6.1.1 Chair’s Report The Chair noted that 2023 is the 150th anniversary of the RCMP, gave a brief history of the RCMP to the Committee, and thanked the West Shore RCMP members and staff.

The Acting Fire Chief gave a summary of the report to the Committee.
The Committee, Acting Fire Chief, and Bylaw Enforcement Officer discussed response to calls for service, specifically during the snowstorm in December, the December 30 steam pipe event at Victoria General Hospital, and bylaw enforcement statistics and files.

c) West Shore RCMP Update
- Verbal report from Insp. Rose
Insp. Rose discussed statistics, open files and calls for service in View Royal.
The Committee and Inspector discussed the traffic safety unit, mental health calls, a decrease in calls, open files, and 150th RCMP anniversary celebrations.

a) Housing Needs Assessment Submission from Mayor Tobias
- Memorandum dated January 10, 2023 from the Director of Development Services
The Mayor stated his concern regarding the Housing Needs report, noting that he feels it should be updated prior to its use in the Official Community Plan (OCP) update.
The Director of Development Services stated that the OCP is a broad planning document that does not get down to a granular level. She noted a housing needs assessment – which includes both quantitative and qualitative data – should not hold back an OCP update. She also indicated that the OCP review will include the 2021 census data. She informed the Committee that as per the legislative requirements, the housing needs and gaps assessment will need to be updated in 2025, which staff will commence in 2024. She recommended to Council that if they wish to start this work earlier, it needs to be considered in conjunction with the Strategic Plan and the 2023-2027 Financial Plan. She offered to reach out to the consultant to request clarification regarding data used in the assessment and report back to Council.
