PURPOSE OF REPORT:
To update the Committee on the operations of the Fire Department.
DISCUSSION:
Fire Prevention Inspection & Public Education:
- July Inspections observed 100% completion and August observed 90% completion
- Hall Tour, August 14th – 18 Children, 2 Teachers
- During this reporting period there were 4 Fire Investigations:
- 3 Structure Fires (confined to exterior)
- 1 Vehicle Fire (Fuel Line)

Training Division:
- Two Members completed First Responder training and licensing
- 1001 Saturday Training continued through the summer with members completing practical evaluations on two modules
- Four 1001 written exams completed
- Two Members attended CRD Hazardous Materials training sessions
- One Member completed Safe Operation of a Fire Apparatus(SOFA)
- One Member completed Class 3 Learners License
- Fire Department assisted RCMP with Thetis Lake marine patrols
- Low training numbers due to summer vacations and holidays

Emergency Program: The emergency program was quiet during this reporting period due to holidays and the ESS and Radio teams standing down for the summer. The following are the most noteworthy activities and events for the Emergency Program this reporting period:
- The EM Officer attended the following meetings:
- ESS Directors Meeting
- Extreme Heat Project meetings with Logic League
- Early Earthquake Warning Project meeting
- Public Education Coordination Meeting
- Province still working on update of Emergency Program Act Modernization. Current progress and intent can be found here: Modernized emergency management legislation - Province of British Columbia (gov.bc.ca)
- Assistance to FPO for 2023 UBCM FireSmart Grant proposal continues
- 2022 UBCM Grant project Final Report approved, and funds paid by UBCM
- Colwood and View Royal EM Divisions hosted volunteer appreciation BBQ for ESS and Radio teams. Very well attended.
Emergency Management Training:
- EOC Orientation: 1 Volunteer
Emergency Support Services: The ESS Team had no callouts this reporting period (see below). No ESS Team meetings were held as the ESS Team was stood down for the summer however they remained very active. Additional activities were as follows:
Current number of volunteers on our active list are 35. We have approximately 12-14 that show up regularly. Our ESS team does not meet in July or August. We have 3 of our ESS volunteers that are working at EMCR in the Provincial ESS Call Centre during Wildfire Activations. They have been answering calls from evacuees, ESS support workers on the ground throughout the province and speaking with suppliers.

Emergency Radio Communications Team: The View Royal Radio team stood down for summer break but was still operationally available for emergencies.
The following are activities this reporting period:

- Minor radio equipment checks and maintenance
- Work with ESS sign in software
- Tour De Victoria
Volunteer hours for the VRCC Team:
- Combined Team hours for year to date, 457 hours
- Volunteer Hours for July/Aug, 16 hours

Bylaw Division:
There was a request from the development on Erskine Lane for more enforcement due to their laborer’s not using the required lot. This resulted in an increase in the number of tickets issued by the Bylaw Officer in August.
