Mayor Screech called the meeting to order at 3:31 p.m.
The Mayor acknowledged that this meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

a) I. Bruce, Peninsula Streams Society, Re: 2021 Grant in Aid Application for Millstream Stewardship Project and Portage Inlet Beach Nourishment Project
Mr. Bruce spoke to the Committee regarding the Peninsula Streams Society’s 2021 grant in aid application for Portage Inlet Beach Nourishment Project and the Millstream Stewardship Project. Mr. Bruce noted the Peninsula Streams Society is requesting $15,000 for the two components that comprise the Portage Inlet Beach Nourishment Project (an area in Portage Inlet Linear Park and another at the Hospital Creek outlet) and $2,000 for ongoing stewardship and maintenance of the Millstream Stewardship Project.
The Committee and Mr. Bruce discussed the requested funding, other potential grant funding opportunities, and the scope of Portage Inlet Beach Nourishment Project. It was noted that the Portage Inlet Linear Park component is estimated at 40% of the project cost estimate and the Hospital Creek outlet component at 60%.

Insp. Preston discussed statistics, calls for service to the Victoria General Hospital, and open files in View Royal.
The Committee and Inspector discussed West Shore RCMP staffing, prolific offenders, gang activity, keeping of prisoners at the detachment, and the Mayor writing a letter to the Province regarding use of police resources in emergency rooms awaiting the transfer to medical staff of those apprehended under the Mental Health Act.

The Committee and Director discussed the Capital Regional District public alert notification system, the building inspection service, medical aid calls, and statistics.

COW-10-21 THAT the Committee recommend to Council that the following 2021 Grants in Aid be approved by waiving the funding amount limitation in Policy No. 1600-012 (Grants in Aid) for 2021 only:
- Crisis Intervention and Public Information Society of Greater Victoria – $1,000
- Greater Victoria BMX Society – $500
- Greater Victoria Crossing Guards Association – $23,550, contingent on confirmation of fee per crossing guard in 2019, 2020 and 2021
- Juan de Fuca Senior Citizens Association – $2,300
- Peninsula Streams Society (Portage Inlet Beach Nourishment Project) – $7,500
- The Bike Victoria Society – $500
- Vancouver Island South Film and Media Commission – $1,000

COW-11-21 THAT the Committee recommend to Council that the 2021-2025 Financial Plan contribution for West Shore Parks and Recreation Skatepark be amended to $68,000 in 2022, funded from Casino revenue. CARRIED
c) Committee of the Whole Format

The Chief Administrative Officer summarized the report for the Committee.
The Committee discussed the possibility of a consultant reviewing the Committee of the Whole structure, roles of Committee of the Whole subcommittee chairs, and the Committee’s governance model.

The Chief Administrative Officer gave an overview of the report to the Committee.
The Committee discussed implementing fees for the Town’s public electric vehicle charging stations.

- Report dated March 3, 2021 from the Senior Planner
The Senior Planner summarized the report for the Committee.
The Committee and staff discussed screening, building height, exterior cladding, and potential treatments to be added to some blank exterior walls.
In anticipation of long-term Building Code (Step Code) requirements, a potential location for rooftop solar panels was identified. A development permit may be required in the future to facilitate that installation.

The Senior Planner gave an overview of the report to the Committee.
The Committee and staff discussed rooftop mechanical equipment and ventilation, density and layout of Building “O” in the north corner of the site, trees, access to protected greenspace and Thetis Lake Regional Park, encroachment of parking spaces into sidewalks, electric vehicle charging stations, and headlights from vehicles on the central driveway shining into residences at 1910/1920 West Park Lane.

The Community Planner gave a summary of the report to the Committee.
The Committee and staff discussed plantings, retaining walls, staircase, and extension of the dock.
Mr. Law, owner, further described the extension of the dock and ramp, planting scheme in the fifteen metre setback area, wood staircase, and screening of concrete.

The Community Planner summarized the report for the Committee.
The Committee and staff discussed impact to adjacent properties, fencing to provide privacy to townhomes on Casey Lane, building height, and building locations. It was noted that the application meets setback requirements. The Committee requested that staff bring forward options to minimize impact to Casey Lane townhomes.
M. Baier, applicant, noted challenges with the site, installation of a cedar fence along the property line between the subject property and Casey Lane townhouses, setbacks to townhouses, and size of rear yards.

a) Regional Transportation Priority Setting
- Weighted Overall Regional Summary
The Director of Engineering noted he had a meeting with Capital Regional District and local government staff regarding the regional transportation priority setting and, should they wish, Council still has an opportunity to strategically reallocate their transportation priority points previously discussed at the February 9, 2021 Committee of the Whole meeting.
The Committee requested that the Director suggest to the Capital Regional District that the governance and funding priorities be combined with travel demand management, policy, and advocacy priorities.

COW-13-21 THAT the Committee recommend to Council that the Town’s 100 points for the Capital Regional District’s regional transportation priorities be amended from full allocation to the creation of a regional governing body for transportation issues to instead allocate twenty-five (25) points to non bus mass transit and seventy-five (75) points to the creation of a regional governing body for transportation issues (governance). CARRIED
