Mayor Screech called the meeting to order at 3:30 p.m.
The Mayor acknowledged that this meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

a) Thetis Lake Park Cost Recovery Bylaw - Rescues
- Report dated May 4, 2021 from the Director of Protective Services
The Director of Protective Services gave a summary of the report to the Committee.
The Committee and staff discussed enforcement, determining impairment, mechanism for cost recovery, reckless behaviour in Thetis Lake Regional Park that puts the safety of park users and first responders at risk, and the need to receive input from the Capital Regional District.

COW-20-21 THAT the Committee recommend to Council that draft Thetis Lake Park Cost Recovery Bylaw No. 1073, 2021 be referred back to staff to gather input from the Capital Regional District and seek clarification on Section 2.0 provisions including applicability to only Thetis Lake Park; retention of alcohol and drug references; evidentiary requirements; determination of one metre jump or dive height; and the ability to collect the user fee. CARRIED
b) Public Safety Report for March to April 2021

The Director of Protective Services reviewed the report for the Committee.
The Committee and staff discussed the transition of the public alert notification system to Public Emergency Alerting Services Inc., relocation of “no parking” signs on Six Mile Road, homeless encampments, and the inability to recover costs from the Insurance Corporation of BC for the Town’s response to accidents on Provincial roads.

c) West Shore RCMP Update
Superintendent Preston discussed statistics, detachment staffing, and open files within View Royal.
The Committee and the Superintendent discussed calls for service, incidents at Thetis Lake Regional Park, and impacts to the court system due to the COVID-19 pandemic.

COW-21-21 THAT the Committee recommend to Council that the Mayor write to the Minister of Public Safety and Solicitor General expressing concern about the lack of accountability and increased risk to communities due to the high number of charges that are being dropped – and therefore not proceeding through the court system – due to the COVID-19 pandemic;
AND THAT this letter be sent to all municipalities in the Capital Region. CARRIED

- Report dated April 30, 2021 from the Director of Engineering
The Director of Engineering gave a summary of the report to the Committee.
The Committee and staff discussed trees to be included and deleted from the protected species list; removal of the significant tree list; change permitted in pruning size; increase to the cash in lieu amount for replacement trees; removal of the building envelope exemption; change to the maintenance period; securities; and potential root issues to driveways and sidewalks.

The Senior Planner reviewed the report for the Committee.
D. McAllister, owner, spoke to the Committee regarding his desire to subdivide the property within the existing Official Community Plan and Zoning Bylaw requirements. He noted that the smaller lot sizes create affordable housing opportunities and offer environmental protection. His intention is to retain one of the three proposed lots.
The Committee discussed the future Atkins Road configuration, challenges with the property, and the proposed 2.0 metre front lot line setback as being a concern.

The Committee and staff discussed potential landscaping to soften the top of the retaining wall, height of the fence on top of the retaining wall, and landscaping above the north wall.

a) Heat Pumps in New Construction – Councillor Mattson

THAT the Committee recommend to Council that staff prepare a report regarding the District of North Vancouver and the District of West Vancouver's practices with respect to heat pumps in new single-family and multi-family construction. CARRIED
b) Retaining Commercial Zoning of Eltham Road – Councillor Mattson
The Committee discussed the feasibility of Eltham Road supporting future mixed commercial and multi-family residential development on both sides of the street and the impacts of that vision to sewer capacity and traffic.
The Director of Development Services described the current Official Community Plan designation and zoning for the six lots on Eltham Road (excluding 288 Eltham Road). She noted that much of the information around servicing and traffic is provided through any rezoning process, the six lots have constrained depths to accommodate parking, and any commercial area requires a higher density residential population in proximity to be successful.

a) Traffic Safety – Burnside Road West – Councillor Mattson
The Committee and staff discussed drivers and cyclists sharing the road, the possibility of changing “Share the Road” signage on Burnside Road West, and safety aspects of sharing the road.
The Director of Engineering noted he will follow-up with Mr. McKean regarding his correspondence.
