Staff Amendments:

• Added “tangible” to definition of “Public Art”
• In funding section changed “Funding to support this Policy…” to “Funding to acquire public art…” for clarity

CDAC Amendments:

2 to “Objectives”:

• Revised section 2.6 from “celebrate the Town’s culture and heritage” to “celebrate the area’s culture and heritage”
• “promote climate change awareness” - staff recommend that this is included in section 2.8 “express shared values”

2 to “Funding”:

• Policy is for tangible artistic works, not performance/passive works & scholarships – these are operational activities, not capital, and would be funded from annual budget as a program or grant-in-aid, not a reserve
• Added potential to use Community Amenity Contributions to acquire public art

Selection Panel:

• Purchasing Policy sets out ToR for acquisitions for works $75,000 and greater
• CDAC discussed use of selection panels at this level of expenditure
• Ephemeral body with sole role to either recommend or select artistic work
• Membership would vary based on requirements for a given project but could include:
  • An artist
  • A professional from visual arts community (e.g., gallery director or curator, visual arts faculty member)
  • An architect
  • A representative from Esquimalt Nation or Songhees Nation, or both
  • A representative from CDAC
  • One of the Council liaisons from CDAC
  • Staff representative from Development Services

Initial Recipient Locations:

• High visibility locations:
  • Chancellor Park
  • Helmcken Centennial Park
  • George’s Corner Park
• Intended to be fluid - based on factors such as potential funding, surrounding development, safety, context for artistic work, & opportunities that arise
• Recommendations from CDAC & Staff with final decision from Council

Funding:

• Establish Public Art Acquisition Reserve Fund:
  1. Annual budget contribution – equivalent to at least 1% of current yr. contribution to Capital Works & Land Reserve Fund - Approx. $600/year
  2. Significant Town-led Projects – equivalent of minimum of 1% to total budget for capital projects > $500k
     • Between 2018-2025, 10 capital projects totaling $10.9m; IF all proceed, $109,000; policy can be clear on source or not
  3. Donations
• Use to leverage other funding
• Amended to add Community Amenity Contributions may also be used
• Maintenance through annual operating budget, in accordance with maintenance plan provided
• $150,000/year by policy in City of Victoria ($135,000 for new artwork & $15,000 for maintenance of existing)

Andreas Kunert & Naomi Zettle’s “Love Story” stone wall in View Royal. Order of magnitude cost in 2011/2012 was $225,000 - $250,000.

Dr. John Sebastian Helmcken sculpture by Armando Barbon - budget in 2011 was $180,000.

“Pavilion, Rock and Shell” sculpture by Mowry Baden at Save-on-Foods Memorial Centre – budget in 2003 was $120,000.

“Our Emily” sculpture by Barbara Paterson – budget in 2007 was $200,000
