  • Sewer pump station capacity will need to be confirmed.

Public Engagement

The applicant canvassed adjacent properties and conducted an open house with area residents in May. Comment letters are provided in Attachment 4.

ANALYSIS AND DISCUSSION

  • The proposed uses generally align with OCP policies of the Helmcken-Harbour Community Corridor
  • A new land use designation is requested because the proposal is for 3.0:1 FSR
    • The existing NMU land use designation for 1.5:1 FSR
    • The Town has an existing land use designation for 2.5:1 FSR
  • Further OCP consultation as per Local Government Act is recommended

Next Steps

Subject to comments from the Committee, staff will continue to work with the applicant to resolve the following items prior to preparing bylaws for consideration:

  1. Confirmation of sewer pump station capacity
  2. Traffic Impact Assessment comments

RECOMMENDATION

THAT the September 9, 2020 report from the Senior Planner titled “Official Community Plan Amendment Application 2020/01 and Rezoning Application 2020/04 – 298 Island Highway” be received for information;

AND THAT Council requires early and ongoing consultation of the Official Community Plan amendment;

AND FURTHER THAT notification to BC Hydro, BC Ministry of Transportation and Infrastructure, BC Transit, Canada Post, Capital Regional District, Esquimalt First Nation, FortisBC, School District No.61, Shaw Cable, Songhees First Nation, and Telus be made of the public hearing for the proposed Official Community Plan amendment bylaw.
