Appendix A – Area Map West Shore Integrated Detachment 2017

To determine what areas of West Shore are the busiest, dispatched calls are plotted on a map. The plotted calls are colour coordinated to reflect the priority. First Nations as well as Parks are included on the map. It is evident that majority of the calls occur on roads and very rarely do they occur in parks or bodies of water. The following are 5 maps of West Shore with 2017 dispatched calls plotted:

  1. Total dispatched calls for service. This includes calls of priority 1 to 3.
  2. Total dispatched calls for service separated by business lines.
  3. Dispatched Priority 1 or Emergency calls
  4. Dispatched Priority 2 or Urgent calls
  5. Dispatched Priority 3 or Routine calls

Appendix C – Calibration

To determine whether to calibrate with Emergency or Urgent response times, the number of dispatched calls is analyzed by hour of day and day of week. Overall, one call an hour is required, with the exception of 3 A.M. to 6 A.M. Urgent response times were used to calibrate West Shore, which had a total of 16,825 dispatched calls in 2017. Despite not achieving the requirement an MPP analysis was still performed on Urgent response times because the level of calls dispatched were enough to reliably support the calibration process. During the calibration process, units were not added in time blocks.

SRF Data extracted from the PRIME CAD database, that excludes records with errors and exceptions, is loaded into the MPP Computer model to determine General Duty Performance. The data elements include:

  1. Average service time for units dispatched to calls for service
  2. Number of unit dispatched to respond to calls for service
  3. Percentage of calls that are emergencies, urgent and routine
  4. Average travel time for all units dispatched to each priority call
  5. Square kilometers from the geographic area from which calls for service are received
  6. Number of GD units fielded whose primary role is to respond to calls for service
  7. Rate per hour of calls for service from the public that were dispatched

Appendix F – Shift Relief Factor

The Shift Relief Factor (SRF) is used to determine the actual Constable strength required by the detachment to ensure the number of Constables fielded to meet the detachments operational objectives. The SRF uses a sample of data from the TEAM Shift Scheduling module that includes those Constables that worked the entire year.

Appendix M – Urban and Rural Response Parameters

Urban Parameters will exclude calls in which any specific time measure did not fall within the minimum and maximum cut-offs, whereas Rural Parameters include all measurable time.

Dispatch Delay and Travel Time outside the Urban Parameters set for the Priority of the Call: The cut-off parameters set for the dispatch delay reflect the urgency of their respective calls.

In urban areas specifically, a high travel time outside the parameters of the call indicates that the call was either stacked, or the member was not placed On Scene at a point where it is reasonable for aggregating the average. As for stacking the call, the time continues to increment against that call once the call has been dispatched to the member's MDT.

In addition, times that exceed the maximum outlined for their respective priority, are generally not the initial call type. For example, the initial call type of Shots Fired will typically warrant priority 1. Conversely, if the dispatch delay is greater than 4 minutes and travel time exceeds 15 minutes than the Shots Fired may have been fireworks.

Service Time is outside the Parameters set for the Priority of the Call: If the Service Time for a call is greater than 1 shift, then it will skew the average aggregates within the average response time reports.

Rural Parameters: In rural areas, the ability to respond within the above times frames can be difficult, if not impossible to meet, therefore all calls are included.

PRIME Police Records Information Management Environment
Proactive GD tasks performed while a GD member is on shift that are neither investigative nor administrative but proactive in nature (e.g. bar check, enforcement, foot patrol, person stop, traffic stop).
Soft vacancy A temporary absence from the work place attributed to on duty sick (ODS), family leave or other reasons for temporary absences from the work place. Soft vacancies are capture in the GDSA SRF calculation.
SRF Shift Relief Factor – a calculation that determines the number of GD members required on strength to ensure the number of available members to be fielded to meet GD operational objectives. The SRF calculation includes time GD members spend not responding to Calls for Service (e.g. training, court time, all types of leave).
SUR Show Up Rate – indicates the show-up rate for a particular shift, e.g. 25 members scheduled 19 members show up = 76% of members scheduled; knowing SUR compensates for shifts when demand is great (e.g. Friday and Saturday nights) by reducing leave requests or allowing members to be away on days when service demands are less (Monday or Tuesday nights)
TEAM Total Expenditure Asset Management system – The RCMP’s corporate financial system.
Vacancy rate Funded vacant positions within a detachment minus any surplus to establishment (STE) employees that may exist within a unit.
