Re: Rezoning Application - #7 Erskine Lane

When Council reviewed our application they had a number of concerns that we were requested to address. We have reviewed our plans and the following list indicates how each of these concerns has been addressed.

  1. Transportation Impact Assessment – Our Traffic Engineer has done a further impact assessment of four intersection on Watkiss Way as well as the impact of additional parking on Erskine Lane
  2. Emergency access will be directly off of Erskine Lane through the front door of the building and our Architect advises that this access meets emergency access requirements.
  3. We have received project release approval from the Ministry of Environment and Climate change and I understand that you have a copy of this release.
  4. We have prepared a design and estimate for a sidewalk which would extend from our project frontage to Watkiss Way a distance of approximately 260m. We have also prepared estimates for the construction of this sidewalk in Asphalt and Concrete as requested by your Engineering staff. The sidewalk design has been reviewed with your Engineering staff and we have incorporated the changes requested.
  5. Amenity Contribution – Our contribution includes infrastructure work that will benefit the community and a cash contribution to the Affordable Housing Fund as outlined below.
    • Asphalt Sidewalk (260m) - $97,297.20 This sidewalk will provide safety for pedestrians on Erskine Lane especially as this area develops in accordance with View Royal’s OCP.
    • New Watermain (260m) - $290,200.00 Our project could be built without this watermain upgrade but we believe the building design is improved with the upgrade and this main will provide the required water supply to other properties on Erskine Lane as they develop. We believe that 50% of this cost should be considered as part of our amenity contribution.
    • Affordable Housing Fund - $37,602

Our project has 70 units and the Amenity Contributions outlined above will result in a $4000 per unit contribution.

I have previously sent you a copy of the revised Traffic Impact Report as well as the release from the Ministry but please advise if you have not received these documents. I will forward digital copies of the revised estimates and sidewalk design together with the estimate for watermain construction.
