ELTHAM ROAD SIDEWALK REQUEST

RECOMMENDATION:

THAT the Committee recommend to Council that the Eltham Road sidewalk request be included in the Connectivity Master Plan;

AND THAT once the plan is adopted, a sidewalk be installed on Eltham Road when/if it is required according to the plan.

I concur with the recommendation.

PURPOSE OF REPORT:

To provide options for the consideration of installing a sidewalk on Eltham Avenue.

BACKGROUND:

A request for a sidewalk to be installed on Eltham was received by Mayor and Council and staff were asked to provide information on the viability of building a sidewalk on Eltham.

PROJECT INFORMATION:

Staff have reviewed the road but have not had the chance to quantify the amount of pedestrian conflicts that are being reported. It is a relatively short street that is quite wide, and almost always has cars parked on both sides so it is unlikely speeds are much in excess of 30 km/hr. There are several options that can be explored moving forward.

Staff plan on bringing forward a budget item to develop a connectivity plan for multi modal alternatives to vehicular traffic during the 2020 five year financial plan. Eltham can be reviewed as part of this process and be placed on a hierarchy matrix priority list.
There is enough width with the current paved area that a line could be painted creating a walking area on the North side of the street. Several knockdown bollards can be installed on the line to vertically mark the area and “No Parking” can be painted onto the walking area. This solution would cost approximately $5,000.
There is enough width with the current paved area that an asphalt curb could be paced on top of the existing asphalt roadway and it could be painted yellow to signify no parking. This solution would cost approximately $10,000.
A concrete curb and sidewalk could be installed creating a vertical separation from the road and the pedestrians. It is likely that a couple of catchbasins would be required to collect the drainage water as part of the project. This solution would cost approximately $60,000.

BUDGET IMPLICATIONS:

The current financial plan does not include a sidewalk in the 2019 calendar year. The budget implications will depend on the solution chosen by Council moving forward. The range of options for costing would be between $0 (do not add a sidewalk/walkway) to approximately $60,000 to add a formal sidewalk including drainage on Eltham.
