Details of item to be added: Strengthening Council's Authority at DP stage. Developers have advised that once a property is rezoned Council options/authority to mandate the form & Character and final appearance of a multi-family building or major complex is reduced. To strengthen Council authority I would like staff to come up with options (e.g. approving rezoning once a final design is agreed upon -- just one of many options) to ensure Council has the final say in the form/character and final appearance of the structure. (provide additional information as an attachment if required)

List any attachments: This proposal lines up nicely with the re-establishment ADP and together these would greatly improve the quality of construction in VR and benefit the entire community.
