Situation
With climate change accelerating at unforeseen rates, locally founded initiatives that will slow the increase in GHGs are imperative. In declaring a climate emergency, View Royal has committed to making climate action for the well being of the town and the region a priority.
A pilot energy refit program that makes it affordable for residents to transition from oil burning furnaces to air source heat pumps will contribute to a healthy air space and demonstrate View Royal's as a committed climate action leader.
Proposition
That staff report to council on how the town can implement a pilot oil-tank-to-heat-pump initiative that would offer zero interest financing to a pre-determined amount to be repaid over a set number of years. This report will include the estimated number of oil tank/furnaces in the Town and potential funding opportunities.
