Re: Eagle Nest Development TIA and Helmcken Road Reports Peer Review - DRAFT
As requested, Bunt & Associates have conducted a peer review of two Watt Consulting Group reports. They are the Eagle Nest Development Traffic Impact Assessment, September 13, 2018 and Eagle Nest, Helmcken Road, January 25, 2019.
Our comments are listed below for each report. A page number reference is also provided where applicable.
1 Eagle Nest Development – Traffic Impact Assessment, September 13, 2018
- The August 2018 weekday AM dataset may not reflect “regular” school period traffic patterns. It is recommended that the report discuss and/ or address potential seasonal factors.
- Further description required regarding how the future McKenzie Interchange may improve traffic on Helmcken Road (Page 3, last paragraph). Was queue spillback observed from the Highway 1 & Helmcken Road intersection, or just the Watkiss Way & Helmcken Road intersection? If McKenzie Interchange may improve traffic on Helmcken Road would this potentially preclude the recommended mitigation?
- Confirm the large discrepancy in southbound right and southbound through volumes between the AM and PM periods (Page 3, Figure 2).
- Was the introduction of a northbound left turn protected/ permissive signal phase at the Helmcken Road & Burnside Road intersection examined (Page 8, Section 3.6)?
- Clarify statement “For the northbound movement (Burnside Road W) there will be an additional delay of one minute and an increase (45m) in 95th percentile queue length by the development” (Page 9, Section 4.1, paragraph 3). Is this one minute per vehicle? If so, an explanation is required to discuss this significant change.
- Was the Signal Timing Plan optimized in the 2028 analysis (Page 10, Tables 5 and 6)? If so, what is the resulting cycle length compared to the existing cycle length? Does signal optimization offer advantages to traffic movements that were shown to exceed desired performance thresholds?
- Is the traffic signal at Burnside Road coordinated with the Watkiss Way traffic signal? Are there opportunities to coordinate the signal with the intersection at Watkiss Way? What are the impacts of coordinating these traffic signals?
Eagle Nest – Helmcken Road Report, January 25, 2019
- Report refers to Helmcken Road & Watkiss Way / Chancellor Avenue analysis, however analysis of this intersection was not included in September 13, 2018 or January 25, 2019 reports (Page 1, paragraph 1).
- Synchro analysis of Helmcken Road & Watkiss Way/ Chancellor Avenue and the Helmcken Road & Eagle Creek Access intersections, with and without the recommended mitigation measures required to support the recommended mitigation measures (Page 4 -5, Section 5).
