MASTER SANITARY SEWER PLAN
RECOMMENDATION:
THAT the Committee recommend to Council that the Master Sanitary Sewer Plan as attached to the Director of Engineering and Parks report dated December 27, 2018 be adopted by Council.

PURPOSE OF REPORT:
To have council approve the 2018 Master Sanitary Sewer Plan Update Report prepared by McElhanney Engineering Consulting Services Ltd.
BACKGROUND:
As part of Council’s Strategic Plan, an update of the Master Sanitary Sewer Plan (MSSP) was to be completed. The MSSP updates completed Sanitary sewer activities since the last plan update and recommends future capital projects & maintenance activities. It is recommended that every 5 years the MSSP is updated and reviewed to reflect current policies and practices employed by the town and to provide relevant information in the future.
View Royal’s first MSSP was originally completed in 1990 by KPA Engineering Ltd. and subsequently updated in 2000, as well as the most recent update of 2005 by Stevens Management Ltd..
The 2018 update expands the 2005 MSSP by incorporating View Royal’s development changes over the last 13 years and provides a Sanitary Sewer capacity model in the latest analytic software. This latest MSSP was incorporated as part of the amendment to the Development Cost Charges bylaw.
PROJECT INFORMATION:
In 2017 View Royal retained McElhanney Engineering Consulting Services Ltd. to update our Master Sanitary Sewer Plan and provide a 20 year capital plan that addresses current and future sanitary sewer infrastructure needs.
This plan incorporates changes in View Royal’s sanitary sewer system as part of the capital improvement projects, developments completed after the previous MSSP and revisions to View Royal’s Official Community Plan.
Capacity and condition deficiencies are identified and upgrading options are provided in a prioritized phased improvement program over a 20-year term with capital cost estimates.
In addition, a model in PCSWMM has been generated utilizing View Royal’s previous outdated model, GIS database and latest land use plans.
BUDGET IMPLICATIONS:
There are no costs associated with this report.
RECOMMENDATION:
THAT the Committee recommend to Council that the Master Sanitary Sewer Plan as attached to the Director of Engineering and Parks report dated December 27, 2018 be adopted by Council.
ALTERNATE RECOMMENDATION:
That the Committee receive the report for information.
