RE: Unenclosed Storage, Temporary Commercial Permit

Further to our request to permit storage of boats, RVs and trailers in a rear section of the Highland Pacific Golf property, I have enclosed an application for a Temporary Commercial Permit.

This proposed storage area would be accessed from 1880 West Burnside Road, where since 2004 we have provided such storage without a single complaint or concern from the neighbours. We are proposing to provide additional space in the area used for materials staging and storage during the construction of Highland Pacific Golf course, which has been vacant since completion in 2010.

As Saanich planning staff and Council are aware, Saanich residents who live in condos or on small lots have great difficulty finding a place to keep their recreational vehicles in Saanich, or anywhere in Greater Victoria. We receive calls daily from people looking for such space, but our waiting list is already so long that we cannot even take additional names.

We are proposing to fence off and lay gravel in the area marked on the attached aerial photo. The proposed storage area is small relative to the size of the property, and is located at the rear and not visible from the road, the golfers or from any neighbour homes.

Environmental considerations:

  • no trees to be removed.
  • proposed storage areas are not in an oak meadow area
  • not designated ALR
  • no substances or activities that smell or leak or make noise.

Neighbours:

As is visible on the attached aerial photo, the neighbour on the north side has a large greenhouse complex adjacent to the rear of the property at 1880 W. Burnside. On the other side, the house of the neighbour adjacent to #1894 is located towards the front of the property. Neither neighbour would be able to see any stored RVs from their houses, or notice any movement of units.

Traffic:

Access is nearby off the Trans Canada Highway at the Colwood interchange. Anticipated traffic generation is minimal. Our current storage customers generally leave their units in storage for months at a time, removing them only for occasional vacation trips. No residential use of the units is permitted at any time.
