View Royal Bike Park

RECOMMENDATION:

THAT the Committee recommend to Council that staff proceed with the construction of Concept “B” for the Bike Pump Track in View Royal Park.

I concur with the recommendation.

PURPOSE OF REPORT:

To show the 3 conceptual designs that were developed for the View Royal Bike Park Pump Track and to determine the best concept to construct.

BACKGROUND:

Staff have been authorized by Council resolution to build a bike pump track in View Royal Park. Included in the resolution was the ability for staff to sole source the project due to its highly specialized nature. Staff have engaged “Five Star Paving” to build the pump track and “Transitions Bike Parks” to design the park. The funding for the project is $150,000 and includes 2 or 3 skill stations in addition to the pump track.

PROJECT INFORMATION:

Transitions Bike Parks has created 3 design concepts. Each concept varies in its design and configurations. As part of the process to determine the best track layout staff had intended to show the concepts to the Parks and Recreation Committee on May 28, unfortunately that meeting was cancelled due to a lack of quorum. To help determine the best concept for the Town, staff has created a track committee consisting of several volunteers (bike park manager, Team BC mountain bike coach, a professional bike rider) to help determine a track concept, and work through the construction phase. All on the committee agreed with the concept of paving the track. It was determined by the team that concept B would work best with a couple of modifications made during the design process. All 3 concepts (attached) had positive elements but concept B hit the most elements that would work best for the Town’s desired outcome.

Moving forward staff plan to work with the volunteers to build the track. Both the contractor and designer understand that the construction of the pump track is an iterative process and therefore have agreed to work on established hourly rate contracts.
