Re: Operation of Yard & Garden Waste Disposal Facility

Thank you for meeting with us on Monday April 25, 2016 to discuss the future plans for the operation of the yard and garden waste disposal facility servicing Esquimalt and View Royal residents, we appreciate the opportunity to put forward options that will enable Ellice to continue to provide the service to the communities while avoiding the financial losses going forward.

Background Information:

  • Approximately 2,000 metric tonnes of yard and garden waste are accepted annually
  • Ellice Recycle Ltd. has lost an average of $85,000 per year for 5 years
  • All of the material is recycled into compost and reused in the Capital Region

Service Proposal

Ellice Recycle Ltd., in cooperation with its sister company, Trio Landscape Supply, propose to work together to facilitate yard and garden waste disposal for the Esquimalt and View Royal residents.

Under the proposed service model residents would have the option to drop off yard and garden waste at Ellice’s facility located at 516 David Street or at the Trio Landscape Supply located on Esquimalt Nation lands at Hallowell and Admirals. The residents would be able to visit the two facilities any time they are open (offering more availability vs the current service), the option to select the most convenient location, and the continued benefit of clean facilities with welcoming service oriented staff. Ellice and Trio would benefit from redeploying staff from Canteen Road to Ellice and Trio for improved customer service.

Although we discussed the possibilities of solutions like a punch card or user fee we feel that this proposal above preserves or improves the quality of service and convenience for the residents without additional costs for those residents. We would like to work jointly with you to test this new model and in doing so would propose a 6 month trial period to start on contract expiration in June. Our suggestion, if the above is agreeable, is that we meet ASAP to discuss and plan for this trial period and how best to phase in this new service for your residents.
