RECOMMENDATION:

THAT this report be received for information;

AND THAT Committee recommend to Council that the Lime Kiln be rehabilitated as outlined in Option 1 in the “Hart Road Lime Kiln Conservation Plan, 2012”.

PURPOSE OF REPORT:

This report introduces a conservation plan that outlines various options associated with the conservation of the Lime Kiln located at Hart Road.

TIME CRITICAL:

No.

BACKGROUND:

The subdivision of 209 Hart Road resulted in the dedication of a small portion of land to the Town as Park. The land included a relatively intact Lime Kiln that was part of the early industrial development of View Royal and the surrounding communities.

A Statement of Significance was prepared for the Lime Kiln in 2009, and Council placed the structure on the Community Heritage Register.

In the 2011 budget, Council allocated funds for the preparation of a conservation plan for this heritage asset. The firm of Donald Luxton and Associates were awarded the contract to prepare a Conservation Plan in December. The work on the draft plan is now complete and is attached to this covering report.

PROJECT INFORMATION:

The Conservation Plan sets out three different options for the conservation of the lime kiln structure. The estimated costs, depending on the option selected range from $58,000 to $363,000. Acceptance of the Conservation Plan does not commit Council to any particular option. “Hart Road Lime Kiln Conservation Plan, May 2012” is attached to this report.

BUDGET IMPLICATIONS:

In the 2012 Budget, Council has allocated $25,000.00 to this project. It is anticipated that additional funds will be required in future years to complete the project. The 2012 funding will cover most of the basic stabilization work for the structure, but will not cover any of the planned interpretation of the site.

To build community support for heritage work, interpretation of the site is very important to build understanding of the importance of these structures and why the Town is working to ensure the structure remains. It also provides opportunities to understand the early history of View Royal and surrounding areas and the factors that influenced development in this area.

POLICY IMPLICATIONS:

The preparation of a conservation plan and the allocation of funds to initiate execution of this plan is consistent with policy objectives concerning heritage resources in the Official Community Plan.

SUSTAINABILITY CONSIDERATIONS:

The conservation and interpretation of the lime kiln provide for opportunities to engage with the early history of the area. Connection and understanding of the history of an area helps to support social sustainability in a community.

ALTERNATIVES TO STAFF RECOMMENDATION:

If Council is not satisfied with the Conservation Plan, an appropriate resolution would be:

That Committee recommends to Council that additional work be done on the conservation plan as directed.

Council should be aware that significant changes are not supported by the remaining budget.

RECOMMENDATION:

THAT this report be received for information;

AND THAT Committee recommend to Council that the Lime Kiln be rehabilitated as outlined in Option 1 in the “Hart Road Lime Kiln Conservation Plan, 2012”.
