THAT Committee receive this report for information;

AND FURTHER THAT Committee recommend to Council that the proposed terms of reference for this project be endorsed.

PURPOSE OF REPORT:
To introduce project Terms of Reference and a proposed budget for the development of a conservation plan for the Lime Kiln on Hart Road.
TIME CRITICAL:
This item is somewhat time sensitive due to the possibility of deterioration of the Lime Kiln structure.
BACKGROUND:
On July 20, 2010 Council made the following motion:
THAT work on the Conservation Plan for the Lime Kiln commence in 2010; AND THAT any outstanding work required to the Conservation Plan be considered as part of the 2011 Budget.
Staff engaged a consultant to prepare terms of reference and a budget for this project to be considered as part of the 2011 budget.
The draft Terms of Reference and Budget are attached as Appendix 1 and 2.
PROJECT INFORMATION:
The Town of View Royal is home to some of the oldest historic structures in the Capital Regional District. The historic Lime Kiln is currently situated in a densely vegetated area south of Parsons Bridge at the northwestern edge of Esquimalt Harbour. The site, addressed on Hart Road, was recently rezoned for use as a park that will be developed in the future by the Town of View Royal. As part of this public park, the Lime Kiln may be preserved and interpreted as a commemoration of the Town's early industrial history. A Statement of Significance has been prepared for the Lime Kiln that identifies its heritage value and significance. It is listed on the Town's Community Heritage Register and will receive consideration for designation as a municipal heritage site.
In order to ensure that the Lime Kiln is conserved and interpreted to appropriate standards, professional consultants with specific expertise in heritage conservation will need to be engaged to prepare a plan for the site. The purpose of the Heritage Conservation Plan is to provide a comprehensive professional assessment and implementation plan to preserve the Lime Kiln that will protect and explain its heritage value. This will include a full understanding of the significance of the historic site, investigation of its physical condition, and recommendations for its preservation, stabilization and interpretation. The guiding reference for the planning and intervention process is the Parks Canada Standards and Guidelines for the Conservation of Historic Places in Canada. The Heritage Conservation Plan will be an important tool in caring for the heritage site and will outline a process for the evaluation, conservation, interpretation and future management of the Lime Kiln. It will include:
- Further background research to determine its historic context;
- A physical assessment of its structural condition, including materials and soil conditions;
- An archaeological survey of the site;
- An arborist's report that will outline tree removal and management strategies;
- Conservation guidelines that will ensure that any proposed work follows good conservation practice;
- A Public Interpretation Plan including final graphic design; and
- A final Implementation Plan, which will outline the scope of conservation work, as well as order of magnitude costing, that will be required to complete the work.
The preparation of this comprehensive Heritage Conservation Plan is estimated to cost $40,000, and will take approximately four months to complete once the consultants have been engaged.
BUDGET IMPLICATIONS:
The estimated budget for this project is $40,000. There are no funds available in the 2010 budget to complete the project. Staff recommend that this project be forwarded for consideration as part of the 2011 budget deliberations.
POLICY IMPLICATIONS:
The development of a conservation plan and the eventual consideration of this structure are consistent with the current and draft Official Community Plan. Staff note that an overarching heritage plan to address broader questions around, and implications of heritage planning has not yet been prepared.
SUSTAINABILITY CONSIDERATIONS:
The Lime Kiln is an important early industrial remnant and contributes to our understanding of the development of View Royal and its historic role in the region.
ALTERNATIVES TO STAFF RECOMMENDATION:
An alternate resolution is provided if Council does not wish to consider this item as part of the 2011 budget process:
