GRANTS IN AID

RECOMMENDATION:

THAT the Committee recommend approval of grants in aid in accordance with Policy 1600-012 (Grants in Aid).

CHIEF ADMINISTRATIVE OFFICER’S COMMENTS:

I concur with the recommendation.

PURPOSE OF REPORT:

To consider applications for grants in aid in accordance with the Policy 1600-012 (Grants in Aid).

BACKGROUND DISCUSSION:

The Grants in Aid policy provides guidance for the approval of grants in aid, and suggests that an amount equal to 5% of View Royal’s share of the prior year’s funding received from Casino revenue be allocated to grants-in-aid. For 2018, this amount is $94,621. The policy also suggests that Council may approve up to 95% of the annual funding to applications received by the deadline date of March 1, and the balance allocated throughout the remainder of the year. For 2018, the amount to be allocated to applications received by the deadline is $89,890.

Schedule A provides a listing of applications received to date, segregated by whether the organization received a grant in the prior year or is a new applicant. The total of all applications received is $99,300 which represents an oversubscription of $9,410. There were no applications received after the deadline of March 1, 2018.

Schedule B provides a listing of organizations that received grants in the last three years, but have not applied for a grant in 2018.

Schedule C describes the various criteria set out by the policy, and staff’s assessment of each application based on this criteria.

BUDGET IMPLICATIONS:

The 2018-2022 Financial Plan includes a total of $95,000 for grants in aid based on the Grants in Aid policy. If Council wishes to allocate grants in excess of this amount a budget amendment is required that identifies the authorized amount and the source of funding.

RECOMMENDATION:

THAT the Committee recommend approval of grants in aid in accordance with Policy 1600-012 (Grants in Aid).
