Attachment 8: Preliminary Site Servicing Investigation

1.0 OVERVIEW

This report summarizes the existing services within the vicinity of the proposed BC Transit Handy Dart site located at 2401 Burnside Road West in View Royal, BC. All proposed servicing is to be in accordance with the Town of View Royal Bylaws.

Various right-of-way’s and easements currently exist within the site including Canadian National Railway (CNR), an easement for the Galloping Goose walking and bike trail, a CRD water SRW for a trunk main, and a BC Hydro transmission line easement.

2.0 WATER SERVICE

The CRD owns and maintains the water system in the Town of View Royal. There is a 250mm diameter PVC water main running along the Watkiss Way frontage that could be used to service the site. Hydrant curve (available flow) and local static pressures for the area have been requested from the CRD.

There is an existing CRD SRW (VIP71973) located within the northern section of the site which contains a 1067mm water supply main which cannot be used to service the site. It is expected that limited changes to the existing site grade through the ROW would be permitted.

3.0 SANITARY SEWER SERVICE

Currently the proposed site does not have direct access to the municipal sewer system. The two most likely options for connecting to the municipal system are an extension of the existing municipal system from Watkiss Way and Talcott Road or from Watkiss Way and Francis Drive. A pumped connection would likely be required, as the proposed site appears too low for gravity feed to either of the sewer locations.

4.0 STORM WATER MANAGEMENT

Currently the proposed site does not have direct access to the municipal drain system. Craigflower Creek runs through the south east part of the proposed site and would be an ideal discharge point for storm water. A large culvert exists on the south side of the property and directs stormwater under the TransCanada Highway, which is part of the Craigflower Creek system. Craigflower Creek is salmon bearing and any storm water directed into it would need to have an approved treatment system installed to remove oil and grit.

The Town of View Royal requires that post development runoff from the proposed site is less than or equal to the pre development rate. Based on correspondence from the Town, stormwater release rates from the site must not exceed the pre-development peak discharge during the 2, 5, 10 and 25 year storms. Based on the proposed site coverage, it is anticipated that an underground tank will be required for stormwater detention. Pervious pavement options may be reviewed during design.

5.0 SHALLOW UTILITIES

5.1 BC Hydro

An existing underground primary service and pad mounted transformer is located on the south west corner of the site. It is likely that this is currently used for the overhead street lighting but could possibly be used as a service point to the proposed site. Further to this, there is a second possible service location from a pole on the west side of the property near the existing site access road. The extent of offsite improvements required by BC Hydro is unknown at this time.

There is an existing BC Hydro SRW directed North/South through the middle of the site containing overhead power lines. It is anticipated that no changes to the site grades will be permitted in this area and construction activities will need to be monitored. Access for BC Hydro will also need to be maintained.

5.2 Fortis BC

There is an existing 114 DP/PE gas main located within Burnside Rd W and an 88 DP/PE main located approximately 1m south of the north edge of Watkiss way to the north of the proposed site. Further discussion is required with Fortis BC to determine the best service routing option; however, it is anticipated that the service will be off the Watkiss Way frontage.

5.3 TELUS and Shaw

TELUS infrastructure currently runs along the north of the site within Watkiss Way. Both overhead services and underground vaults are located to the north of the site and would likely be able to service the site from the north.

6.0 PERMITS

To service the proposed property multiple permits for utility crossings are anticipated. The majority of the site services will be fed from Watkiss Way, crossing the Galloping Goose Trail (CRD), Rail ROW (CNR), CRD trunk water main (CRD Water), and power transmission lines (BC Hydro). Permits will be required for each crossing and utility encasement or alternate installation standards may apply. These permits may affect the project timelines and it is recommended that each authority be contacted early in the project.
