Re: Victoria HandyDART Operations and Maintenance Facility Post-Construction Noise Impact and Mitigation Assessment Recommendations R0
As requested, BKL has reviewed methods to confirm Project noise levels and the potential need for noise mitigation measures for the proposed Victoria HandyDART Operations and Maintenance Facility (the Project). The suggested language below is based on our experience with similar agreements on highway and infrastructure projects:
Within six months of opening day, once the facility is completed and traffic patterns have stabilized, BKL Consultants Ltd. (BKL) will repeat the baseline noise monitoring program that they performed in 2018. The purpose of the noise monitoring will be to confirm whether Project noise rating levels exceed the noise impact thresholds at receivers R1 and R2 set out in BKL’s April 12, 2018, report. The noise impact threshold levels are summarized in Table 1, overleaf.
The rating level, or $L_{R,1hr}$ (dBA), is defined as the A-weighted, one-hour equivalent noise level due to Project operations, with penalties added for tonality, impulsiveness, intermittency, etc., in accordance with BS4142:2014.
In the event that a receiver location is not available or accessible, the noise monitoring will be conducted at a representative location, to be determined by BKL. Noise measurements will be performed over a continuous seven day period in order to capture the range of operating conditions that may exist at the facility.

In the event that Project noise rating levels exceed the noise impact thresholds, BC Transit commits to assessing potential noise mitigation options, including:
- reviewing all aspects of site operations to ensure they are being conducted in the most noise conscious manner;
- installing noise enclosures or barriers to minimize the noise impact; and/or
- implementing a noise management plan.
BC Transit will use commercially reasonable efforts, i.e., not entailing excessive costs, to mitigate Project noise that exceeds the noise impact thresholds, provided that they do not place unreasonable restrictions on the operation of the facility.
