A staff report introducing a rezoning application for a 37-unit residential apartment building with variances for lot width and front setback.
- BC Hydro consultation required to determine feasibility of rapid charge in this location.
- Town Hall – Level 2 Charging Station
- Time restrictions to limit day time use (overnight parking not such an issue as majority of EV owners charge at home);
- Close to parks, trails, 4 Mile;
- Potential for staff to convert fleet to EV.

Town of View Royal EV Plan
Engineering staff have developed a preliminary plan to facilitate the adoption of EV’s within the community. The following initiatives would be recommended:
- Install charging stations for public use on municipal property
- Promote the benefit of EV use
- Develop a policy regarding new developments to install EV charging stations
- Convert light duty municipal fleet to EV’s as their replacements dates become imminent.
Initiative 1 – Install Charging Stations for Public Use on Municipal Property
Install and operate EV Charging stations at the following locations:
- Centennial Park – Level 3 Charging Station
- BC Hydro would install and operate the charging station;
- High value to EV users.
- Town Hall – Level 2 Charging Station
- No cost pilot program for 2 years, potential cost to be tracked after 2 year program;
- Equipped with technology to track usage, consumption, forms of payment, etc.;
- Smartphone capability.
Capital Costs
Level 2 – Estimated costs $10,000 (current rebates are available through Fraser Basin Council up to $4,000)
Level 3 – Estimated cost up to $25,000 (BC Hydro installs EVSE at their cost). The Town would be responsible for surrounding infrastructure (i.e., signage, lighting concrete work, etc.)

Level 2 operating costs include electricity usage, data collection, monitoring, payment processing and call center and general maintenance.
If a Level 3 charging station is warranted by BC Hydro, The Town of View Royal would be considered a host for this type of station and the user would be paying BC Hydro directly. According to pluginbc.ca, currently BC Hydro and the Province charge $0.35kWh with a $2.00 minimum transaction. Variable costs include electricity at $2.00 per a typical fill (about 20kWh) and a $0.91 transaction fee. These can be passed directly onto the customer.
The $1500 is a general maintenance cost and this assumes BC Hydro is responsible for electricity usage, data collection, monitoring, and payment processing.

Initiative 2 – Promote the Benefit of EV Use
Utilize social media, website and other forms of media to promote the availability of the new EV charging stations at the municipal facilities. Should the program be adopted staff will determine future capital and operational costs to implement Initiative 2.
Initiative 3 – Develop Policy for New Developments to Install Level 2 Chargers
Work with staff to develop a policy for future developments to install electric vehicle charging stations as a requirement for the development.
Initiative 4 – Retrofitting Municipal Fleet to Electric Vehicles
For every new or replacement vehicle proposed for purchase staff will evaluate the feasibility of an electric vehicle or plug-in hybrid versus the conventional gas powered vehicles. The evaluation procedure has not been finalized, but Plug In BC has numerous tools that are free to use for the municipal sector. Should the program be adopted staff will determine future capital and operational costs to implement Initiative 4.
BUDGET IMPLICATIONS:
It is estimated that the 2019 capital cost to install a:
- Level-2 charging station would be up to $10,000; and a
- Level-3 charging station would be up to $25,000.
This includes procurement, and installation including all electrical wiring, conduit, signage, and underground work.

SUSTAINABILITY CONSIDERATIONS:
The Town of View Royal is committed to reducing greenhouse gas emissions within the community and within the municipal operations.
The installation of EV charging stations in the Town of View Royal will assist in achieving the objectives of the City’s Official Community Plan Energy and Climate Change objectives and policies,

That the Committee receive the report for information.
RECOMMENDATION:
THAT the Committee recommend that electric vehicle charging stations be included as part of the 2020-2024 financial plan for budget consideration.
