Hallowell Road Construction Update

RECOMMENDATION:

THAT the Committee recommend to Council that Council confirm the intent for the newly configured parking stalls on Hallowell Road is for exclusive use by Reliable Controls and the 126 Hallowell Road strata complex.

CHIEF ADMINISTRATIVE OFFICER’S COMMENTS:

I concur with the recommendation.

PURPOSE OF REPORT:

To provide an update on the E&N Rail Trail project being constructed as part of the Capital Regional District’s capital works rail trail upgrade project.

BACKGROUND:

The Town has entered into an agreement with the Esquimalt Nation to allow trucks to access Hallowell Road. The existing parking on Hallowell Road will be eliminated on the south side and several new stalls will be built on the north side. In previous discussions the strata at 126 Hallowell Road had been told they would receive one full-time spot, and four additional parking spots on evenings and weekends.

PROJECT INFORMATION:

The ultimate design of the parking stalls on the north side of Hallowell has been determined. The configuration will allow for two parallel stalls and three angled stalls.

Currently staff have allotted four stalls for weekday business use for Reliable Controls and one stall exclusive to 126 Hallowell. The four assigned stalls to Reliable Controls will be assigned to 126 Hallowell for evenings and weekends.

Staff have received a letter from 121 Aldersmith (attached) asking for clarification of the parking on Hallowell Road. Staff is looking for confirmation that the stalls will be for the exclusive use of 126 Hallowell outside of business hours, acknowledging that the five units that front onto Hallowell Road all lost their on street parking with the redesign of Hallowell Road.

BUDGET IMPLICATIONS:

There are no costs associated with this report.

RECOMMENDATION:

THAT the Committee recommend to Council that Council confirm the intent for the newly configured parking stalls on Hallowell Road is for exclusive use by Reliable Controls and the 126 Hallowell Road strata complex.

ALTERNATE RECOMMENDATION:

That the committee recommend to Council that the three newly configured angled stalls be available for public use outside of weekday business hours.
