Helmcken Park and Ride

RECOMMENDATION:

THAT the Committee provide direction on a preferred option to further explore concerning the Helmcken Park and Ride parking lot currently owned by the Ministry of Transportation and Infrastructure.

I concur with the recommendation.

PURPOSE OF REPORT:

To provide information on the Helmcken Park and Ride parking lot.

BACKGROUND:

The parking lot located at the intersection of Helmcken Road and the Trans-Canada Highway is currently owned and operated by the Ministry of Transportation and Highways (MOTI). Council expressed a desire to explore opportunities to alter the existing operations of the Helmcken Park and Ride.

PROJECT INFORMATION:

Staff has contacted the Ministry to discuss the viability of the Town taking over control of the parking lot. There are 3 options available for consideration:

  1. Maintain the current operating status of the parking lot.
  2. The Town could acquire the land and the parking lot from the Province. a. Requires a written statement from the Town declaring the rationale behind the request. b. First Nation consultation would be required. c. The Town would be required to pay fair market value for the land
  3. The Town could enter into an agreement to lease the parking lot from the Ministry. a. Allows the Town to manage the site. b. Town bylaws could be applied to the site. c. The Town could enforce restrictions on the use of the site.

BUDGET IMPLICATIONS:

The budget required will depend on the selected option.

RECOMMENDATION:

THAT the Committee provide direction on a preferred option to further explore concerning the Helmcken Park and Ride parking lot currently owned by the Ministry of Transportation and Infrastructure.
