L. Taylor and J. Watts spoke to the Committee regarding transit service improvements within View Royal and priorities for the community, specifically:

- Transit Future Plan and progress to date;
- transportation challenges;
- key initiatives and projects;
- Island Highway transit priority and park and ride study update; and
- Transit Improvement Program process.
The Committee and Ms. Taylor discussed addition of routes in View Royal; attracting new riders; five year plan for View Royal; Local Area Transit Plan; park and ride locations; and existing routes.

b) L. McGuire, 427 Creed Place, stated his opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted he is concerned about this facility being placed in a residential area.
c) R. Benn, 1900 Watkiss Way, stated his opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted he is concerned about this facility being placed in a residential area.
d) N. Campbell, 2305 Park Ridge Place, stated her opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted she is concerned about noise, pollution, and air quality.

Lockyer, 2337 Highland Road, read out loud his letter stating his opposition regarding the Official Community Plan and rezoning application for 2401 Burnside Road West and noted he is concerned about environmental impact, increase in traffic, and future intercommunity transportation opportunities.

g) S. Murphy, 2151 Burnside Road W., stated his opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted he is concerned about this facility being placed in a residential area.
h) D. St. Michel, 2296 Meadowvale Drive, stated his opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted he is concerned about the loss of greenspace.
i) D. Faulks, 196 Werra Road, stated his opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted he is concerned about increase in traffic, loss of a potential light rail corridor, and this facility being placed in a residential area.
j) D. Anderson, 2021 Highland Road, stated his opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted he is concerned about this facility being placed in a residential area.
k) J. Peterson, 2332 Bickerton Court, stated his opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted he is concerned about the proximity to Craigflower Creek, increase in traffic, pedestrian safety, and the facility being placed in a residential area.
l) D. Holmes, 548 Cecelia Road, stated his support for the rezoning for a proposed therapeutic community at 94 Talcott Road and noted he is a recovering addict and a community such as this assists in recovery.
m) N. MacNaughton, 9 Governor’s Point, stated his opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted he is concerned with the facility being placed in a residential area.
n) L. Meilleur, 14 Erskine Lane, stated his opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted his support for the rezoning of 94 Talcott Road to facilitate the siting of a therapeutic community.
o) L. Peterson, 2319 Chilco Road, stated his support for the rezoning of 94 Talcott Road to facilitate the siting of a therapeutic community.
p) R. Yue, 2251 Meadowvale Drive, stated her opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted she is concerned about the increase in traffic and environmental impacts.
q) N. MacNaughton, 9 Governor’s Point, stated his support for the development permit application for 4 Governor’s Point.
r) A. Wills, Victoria Bowman Club, noted that the Victoria Bowman Club has been at its current location (2401 Burnside Road West) for eight years and hopes to continue to run the Club out of this location.
s) C. Little, 2215 Meadowvale Drive, stated her opposition to the Official Community Plan and rezoning application for 2401 Burnside Road West and noted she is concerned about the increase in traffic, impact to Craigflower Creek, and the facility being placed in a residential area.

D. Evans, Our Place Society, and I. Scott, consulting planner, gave a summary of the therapeutic community model and rezoning proposal to the Committee.
The Committee and Mr. Evans discussed payment in lieu of taxes; proposed community advisory group; comparisons to other therapeutic recovery communities; staffing; and site security.
The Committee and staff discussed rezoning and potential future uses of the property.

The Senior Planner gave a summary of the report to the Committee and clarified that 2401 Burnside Road West is not a public park, but rather an open space. He noted that additional information is required from the applicant with respect to noise and traffic.
The Committee discussed future public engagement; handyDART buses assisting with traffic congestion; proximity to Craigflower Creek and residential properties; and possible referral to advisory committees.
