Hallowell Road Construction Update

RECOMMENDATION:

THAT the June 12, 2018 report from the Director of Engineering and Parks be received.

CHIEF ADMINISTRATIVE OFFICER’S COMMENTS:

I concur with the recommendation.

PURPOSE OF REPORT:

To provide an update on the E&N Rail Trail project being constructed as part of the Capital Regional Districts (CRD) capital works rail trail upgrade project.

BACKGROUND:

The Town has entered into an agreement with the Esquimalt Nation to allow trucks to access Hallowell Road. As part of the agreement, the E&N Rail Trail will be constructed partially on Esquimalt Nation Lands. To reduce impact to the residents that front onto Hallowell Road the road alignment will be altered (Sketch #1) and a 2.4 metre sound attenuation barrier will be installed. The existing parking on Hallowell Road will be eliminated on the south side and several new stalls will be built on the north side.

PROJECT INFORMATION:

Construction is slated to start the week of June 11 2018, and should be completed by the end of October. The CRD has awarded the project to Hoel Engineering Ltd. Staff have met with Reliable Controls to discuss the altered parking schematic and they are satisfied with the revisions. Staff are proposing that the 5 angled parking stalls slated for construction (Sketch #2) are designated for Reliable Controls exclusive use Monday to Friday 7 AM to 7 PM. In addition, staff met with the strata representatives of 126 Hallowell Road and presented 2 options for the sound attenuation barrier that were well received. The strata will let the CRD know which is their preferred barrier style option. Staff also discussed parking options for the strata and are proposing that the 1 parallel stall (Sketch #2) be solely designated for the strata and that the 5 Reliable Controls parking spots are available to the strata evenings and weekends exclusively.

BUDGET IMPLICATIONS:

The construction project will be financed by the Capital Regional District, as well as other funding partners. As part of the process the railway crossing will be updated (Sketch #3), the cost of the upgrade will be funded jointly between the CRD and the owners of the Thetis Cove lands.
