The Chief Administrative Officer gave an overview of the report to the Committee.
The Committee and staff discussed feedback opportunities for the draft Parks Master Plan; potential in-bound truck traffic on Hallowell Road to the Esquimalt First Nation land; and the installation of a community sign board and public art at the Public Safety Building.

c) 2016-2020 Financial Plan Deliberations
Grant-in-Aid follow-up The Director of Finance provided an update on the following grants-in-aid applications:
- Shoreline Community School Association - all youth programs will continue at other locations while the seismic renovation work is underway during the 2016/17 school year with Nights Alive running on Wednesday and Friday evenings;
- Beacon Community Services (Crossing Guard Program) - students will be bused from Shoreline Middle School to Richmond School during the seismic upgrades necessitating the continuation of the crossing guard program;
- Extreme Outreach Society - the Society has been asked to confirm requirements related to the building/fire code and zoning with Town staff and advised that the grant-in-aid will be available pending compliance with these requirements.
2015 Tax Increase The current amended tax increase is 4.2%.
The Director of Finance noted the overall 2016 assessment averages by property class in comparison to 2015 information are as follows:
- residential 0.85%;
- utility 7.73%;
- industrial -0.04%;
- business 7.08%;
- recreational 1.78%; and
- farm 0.00%.
The Director provided a PowerPoint slide of the impact on average properties for a 4.2%, 3.76% and 3.47% property tax increase.
The Committee requested that staff provide comparisons between 2015 and 2016 for properties and businesses in View Royal as well as information regarding mill rates and assessments from other municipalities.
Overall Tax Increase/Tax Distribution Discussion The Committee discussed their preferred overall tax increase.

a) Volunteer View Royal Initiative – View Royal Day

Councillor Mattson noted that Volunteer View Royal may be interested in organizing a View Royal Day.
The Committee discussed Volunteer View Royal participating in other community initiatives and something like a View Royal Day potentially in a future budget year.

Filsinger, Manager, Urban Ground Market, apologized for any problems the size of the Urban Ground Market store front sign has caused at 131 Presley Place but she felt she had done her due diligence in complying with the Town’s sign regulations. She also noted that she has spoken with neighbours that have been impacted and would like to come to a resolution.

The Committee and staff discussed regulations tied to the number of store fronts as opposed to the number of businesses; developers/applicants to be proactive in providing staff with sign details; use of illustrations in the proposed bylaw; number of signs permitted on building face; and elimination of sandwich boards.

b) Boulevard Maintenance The Committee discussed the potential, by bylaw, for mandatory maintenance of boulevards by adjacent property owners.
The Director of Engineering noted that there are both high and low maintenance areas in the municipality with high maintenance areas – those more manicured zones – being maintained more frequently. He noted that if the Streets and Traffic Bylaw was amended to require mandatory boulevard maintenance by the adjacent property owner, there would be accompanying enforcement to ensure the work is completed. While the Streets and Traffic Bylaw is under review and until a decision is made regarding mandatory boulevard maintenance, property owners can be encouraged to maintain boulevards adjacent to their property in the monthly electronic newsletter.
