a) Public Safety Report for May – June 2016

  1. Report dated July 6, 2016 from the Director of Protective Services

The Committee and the Director discussed left turns at 307 Island Highway (Salvation Army Thrift Store); Helmcken Road at Watkiss Way and the Burnside Road West/Watkiss Way intersection; lighting at 1730 Island Highway (Jenner Chevrolet); the electronic sign at 1681 Island Highway (Madman McKay's Home Theatre Centre); a homeless camp near the View Royal/Langford border; and RCMP involvement in some bylaw enforcement work due to threats of violence.

The Director of Protective Services noted that, as there is a lack of available land, a dedicated left hand turn lane into 307 Island Highway is not an option; staff will review alternate solutions.

b) West Shore RCMP Report – June 2016

Inspector Chomyn summarized the West Shore RCMP June 2016 statistics for the Committee, specifically calls for service to Choices Transitional Home. He also discussed staffing levels at the West Shore Detachment and thanked the Committee for its continued support.

6.1.4 New Business

a) Problem Raccoons – Councillor Mattson

Councillor Mattson stated that there have been problems with raccoons in View Royal, questioned whether this is common in the municipality, and inquired as to what residents should do to address the issue.

D. Brown, Capital Regional District's (CRD) Chief Bylaw Officer, advised that residents should contact a pest control company or obtain a trap if necessary. He noted that as the CRD does not take in wild animals, any trapped raccoons would need to be relocated outside of the Greater Victoria area.

The Director of Protective Services advised there have been no raccoon complaints in 2016 to his knowledge.

d) Initiatives to Promote Youth Involvement

The Committee discussed the addition of youth members to the existing Town advisory committees as opposed to creating an independent youth committee; issues that could be brought forward to a youth committee if established; frequency of meetings; and input from youth on the direction of a potential committee.

The Committee discussed the Public Safety Building Community message board including size, location, visibility, brightness, materials and budget. It was noted that depending on the final design selected, a variance permit may be required.

The Committee and staff briefly discussed an inquiry into the potential development of Christie Point.

6.2.4 New Business

a) Sewer and Garbage Fees included in Property Taxes – Councillor Mattson

Councillor Mattson requested that sewer and garbage fees be included in the property tax notice to allow deferral of these costs through the Provincial property tax deferment program. The Director of Finance advised that should Council wish to collect these fees as part of property taxes, the Town's current policy would need to be changed. He also noted that the new Capital Regional District sewer levy will be added to future property tax notices.

The Committee discussed accessibility and signage issues.

T. Koepek, Lakeside Village, applicant, advised that two lifts are scheduled to be installed in August to meet accessibility requirements.

L. Jefferies, XW Sunrise Developments Ltd., applicant, advised that signage for Urban Ground Market has not been removed pending the outcome of Council's decision on July 19, 2016.

The Committee discussed size of the existing Urban Ground Market signage; signage for future tenants; and existing and future free-standing signage.
