PURPOSE OF REPORT
To introduce a Development Variance Permit application to increase the permitted building height for a detached residential building.
BACKGROUND
The subdivision to create Thetis Vale Phase 6 has been registered and construction is now set to begin. The site has been extensively modified to create buildable lots on the slope of Mill Hill. The subject property and the adjacent parcel at 2385 Lund Road are in one of the steeper areas of the subdivision as shown in Attachment 3. The lot grades would be mitigated through the use of retaining walls to terrace the slope.
PROPOSAL
The detached residential building to be built on this lot is proposed to be two storeys facing the street, with an additional half-storey walkout basement level at the rear, as shown in Attachment 4. The request is to vary the permitted building height from 7.5 m to 8.5m.
DISCUSSION
The proposal can be supported for several reasons:
- Several houses with a similar design were constructed in earlier phases of Thetis Vale. Variances were not required for those buildings because the definition of building grade was different at the time.
- The 2.5 storey face of the building would not be noticeable from Trans Canada Highway because the building face would be angled away from the direction of travel on the Six Mile Road exit ramp (see Attachment 3) and the lot is more than 5.0m below the ramp.
- There are no existing residences that would be affected by the proposal. The building would be among the first to be built in the subdivision.
NEXT STEPS
Council may consider the application at an upcoming meeting following notification of residents and owners of nearby properties as required by the Local Government Act and Development Procedures Bylaw No. 730, 2009.
