Chilco Road Residential Grinder Pump Conversion to Gravity System

RECOMMENDATION:

THAT the Committee recommend to Council that a letter be sent to the residents on Chilco Avenue 2376-2460 inclusive that as of January 1, 2022 that the Town will no longer be maintaining the sanitary forcemain on Chilco Road.

AND THAT the Town requires that the residents (at their expense) convert to the existing sanitary gravity system that is available on Chilco Road.

I concur with the recommendation.

PURPOSE OF REPORT:

To inform the residents on Chilco Road currently on sanitary grinder pumps that the option to convert to the sanitary gravity feed system is available and the residents will be required to convert to the intended system. The 10 lots originally were placed on the grinder pumps temporarily until the gravity system would be available in future phases that were developed.

BACKGROUND:

When Thetis Vale Phase 5 was designed, the lots on Chilco Road, north of Bamford Court (see attached), had both gravity and forcemain sanitary sewer connections installed. This was done due to the existing topography and with future expansion in mind. The lots involved are listed below:

These lots all have grinder pumps and are currently connected to a forcemain that runs up hill to the intersection of Bamford Crt and Haagensen Crt and discharges to a sewer manhole as part of the gravity system.

With future development to the north in mind, a gravity main was installed with connections to all the above properties. This gravity sewer main will eventually be connected to the gravity sewer system for Thetis Vale Phase 7 when that development is completed. Currently this gravity sewer main is dormant.

Once the Thetis Vale Phase 7 development is complete and the dormant gravity sewer main connected, residents in the above properties will have the option to either remain connected to the sewer forcemain or connect to the gravity sewer main at their own cost.

This will result in a duplication of the sewer main for the above lots, requiring View Royal to maintain two sewer mains. We recommend that once the gravity sewer main is completed with Thetis Vale Phase 7, that the lots above be required to switch over to the gravity system as soon as is feasible. This way View Royal may abandon the now redundant sewer forcemain and only maintain the new sewer gravity main.

ALTERNATIVES TO STAFF RECOMMENDATION:

THAT the Committee recommend to Council that a letter by sent to the residents on Chilco Avenue 2376-2460 inclusive that the gravity system will be operational and available for connection.

AND THAT the Committee recommends to council that the residents be allowed to continue to utilize the forcemain until such time that they choose to make the switch at their convenience.

AND THAT the Town informs the residents when they convert to the existing sanitary gravity system it will be at the residents cost.

RECOMMENDATION:
