The Committee of the Whole reviewed several staff reports related to finance, administration, protective services, and extensive planning and development applications. Key decisions included recommending the establishment of three new reserve funds (Reserve for Future Expenditures, Capital Renewal Reserve, and Parks Improvement Reserve) and approving funding for the WestShore Chamber of Commerce. Numerous Development Variance Permits and Development Permits were received for information, following discussion regarding variances, parking, screening, and dark skies provisions. A strategy for economic development review of land in the Victoria General Hospital Precinct was also recommended.

- THAT the report dated May 20, 2016 from the Director of Finance titled "Casino Revenue - 2016 - 1 st Quarter" be received for information.
- Recommended Council establish three new reserve funds (Future Expenditures, Capital Renewal, Parks Improvement) and approve the updated Reserve and Surplus Policy with amendments relating to ethical investments, surplus transfer, and reserve funding for Fire and Police operations.
