CAO UPDATE
RECOMMENDATION:
THAT the Committee receive the January 5, 2017 CAO Update Report for information.
PURPOSE OF REPORT:
To provide Council with information from the office of the CAO regarding material events and happenings at Town Hall.
BACKGROUND:
An Administrator’s report for the Committee of the Whole meeting, to apprise Council of the highlights of significant activities of the Town.
INFORMATION:
Administration
As noted in the December report, January will see the “roll-over” of files across the organization with the Archivist/Corporate Records Assistant working closely with all departments as we transition into 2017. This work allows the municipality to stay up-to date with our Records Management Bylaw and associated policy.
Front counter staff continue to be increasingly busy with secondary suite, dog license and business license renewals.
Town Hall renovation work – flooring replacement, painting and replacement/realignment of the front counter took place at the end of December. Contractors continue to complete painting of the Council Chambers, back stairwell and two lower foyers.





The renovation project was an opportunity for co-operation at all levels of the organization. We are a small organization and our team of dedicated employees came together to facilitate a great outcome. The Building Inspector provided expertise in the design and tender of the project. Design elements were established using a collaborative approach including all the staff at Town Hall. Every staff person in the office participated to ensure that work spaces were dismantled in an orderly fashion. Care was taken to ensure that the integrity of our file system was maintained. The Parks department provided manpower for the dismantling and reconstruction of office spaces. Our staff is to be congratulated for a job well done.
Finance
The annual year end process includes a transition including file maintenance of the year ended and the introduction of new files for the conduct of business in the new year. This is done for both physical paper files and on our computer system.
As noted under the Administration section of this report finance staff are heavily involved in the collection and accounting for sewer payments, business licenses renewals, secondary suite and dog license renewals.
2017 budget preparation is underway with the expectation that Council will have a document available to them during the month of January.
Development Services
Development Service staff are working on a number of applications and files, including the recently submitted rezoning application for Christie Point, the referral of the 2016 Regional Growth Strategy along with a number of other applications.
As 2016 was wrapped up, a longstanding subdivision application was also concluded. The dedication of park land behind one of the casino properties was finally wrapped up. This was a longstanding desire of Council and we are pleased to report that the plans were registered before year end.
The Fees and Charges Bylaw will be concluded later this month, and staff will turn our attention to the second part of the review of the Town’s Sign Bylaw provisions.

Snow Clearing
Due to cold, snowy weather the road contractor has been out in full force salting and clearing roads. Staff have been able monitor progress through the new GPS software. Engineering and Parks staff have been taking care of ice and snow control at bus shelters, intersections and crosswalks throughout the Town.
Price Bay Sewer Lift Station Replacement
Deconstruction has begun and vegetation has been trimmed back. Construction will begin once the new generator has arrived. C1 has been hired as contractor to complete works (stairs, rock wall, etc.). Project completion projected for the end of February 2017.
Burnett Road to Pheasant Lane Sidewalk Construction
Work has been held up due to weather. Expect to be back to it as soon as weather permits.
Protective Services
The Protective Services Department was kept busy in December as the holiday season generates an increased number of call outs.
On December 17, 2016 the View Royal Firefighters Association held their Annual Food Drive to collect food and donations for the Goldstream Food Bank. View Royal residents donated over 2,000 lbs. of food and $3,500 cash for the food bank. As the food bank receives 2 for 1 dollars on their purchases, this netted $7,000 in buying power.
