PURPOSE:
This report introduces an Official Community Plan amendment and rezoning application to redesignate/rezone an institutional property to residential use.
BACKGROUND:
It is believed that the 635m² subject property was once part of the St. Columba Church located next door as it has the same Official Community Plan land use designation and zoning. For over 25 years the converted house has been used for office or day care uses. The owners inherited the property several years ago and have found it challenging to find and keep institutional tenants.
PROPOSAL:
The proposal is to:
- To change the Official Community Plan land use designation from Community Facility to Residential.
- To rezone the property from P-2: Local Institutional to R-1: Detached Residential (Large Lot).
Rezoning would allow the existing building to be converted back into a house for residential use.

1. Policy Considerations
Approval of the two applications would allow residential land use consistent with other residential uses on the block. The existing building could be converted back into residential use or rebuilt.
2. Budget Implications
There are no anticipated budget implications for the Town.
3. Consultation
Section 475 of the Local Government Act requires that during the creation, amendment or repeal of an OCP that Council must turn its attention to what opportunities it considers appropriate for the purpose of consultation with persons, organizations and authorities it considers will be affected. Council must also consider whether opportunities for consultation must be early and ongoing, and if there are any specific groups where consultation is required.
In the case of a minor amendment such as this, Council may determine that the referral of the application to various groups early in the process (as part of the normal process that staff follows), and the public hearing at the conclusion of the process are adequate opportunity for those who may be impacted by the application to make their concerns known. A resolution with respect to this issue will be brought forward for Council consideration if/when the application moves forward.
4. Next Steps
If no further information is requested at the Committee of the Whole meeting, the respective amendment bylaws can be prepared for Council consideration.
