To the Honourable Mayor Screech and Council Members of the Town of View Royal,

Following is a proposal for rezoning (P-1 to R-1) and amendment to the Official Community Plan with regard to the property at 1266 Burnside Road West.

The property is currently zoned “P-1 Community Institutional.” This zoning permits the following uses: a) Assembly Hall b) Civic Use c) Community Care Facility d) Community Garden e) Daycare, Large f) Emergency Services Station g) Resource Centre h) Hospital i) Hospital Hostel j) Place of Worship k) Storage and Works Yard l) School

The property has been used as both a group home and a daycare in the past, and was rented out to “Little Friends Childcare Centre” until September this year. The daycare centre has now moved all of its operations next door into Saint Columba Anglican Church.

My sister and I inherited the property when our father passed away three years ago. Since the daycare has moved on to their new location, I have had the property listed both for sale and for rent; however it has been difficult to find either a renter or a buyer because of the limitations of the zoning in relation to the size and nature of the house. The house itself is a 2-bedroom, 2-bathroom bungalow, much better suited to a single-family home than any of the potential uses listed above. We are hoping that by rezoning the house into a residential use (R-1), we will be able to renovate it and rent it out in the future.
