Re: Thetis Lake Campground – Rezoning Application
In regard to our application to rezone the property at 1938 West Park Lane and our discussions with The Town over the past 4 months regarding changing the proposed development plan, I have attached an amended development proposal for the site. The plan is conceptual only and will be adjusted at the development permit and subdivision stages.
The new plan is for a multi-family development including both townhouses and apartment condominiums. I have also attached a project statistics sheet that provides additional information on the buildings proposed for the site, but we anticipate that the unit count on the site may increase to a maximum of 350 units.
We propose that the site be developed as a comprehensive development zone and I have included a plan from our surveyor that shows lots that could be created to illustrate an example of the development approach to the site. The site would be developed in phases as a series of strata, which would require approval of access by easement on subdivision. I have attached a letter from our lawyer that outlines the proposed arrangement that we believe simplifies the sharing of common costs for roads and services.
Although the site is adjacent to Thetis Lake Park and will have natural treed buffers we propose that, as an amenity to the community, the 12.5 Ac. site across the Trans Canada Highway from our site be dedicated as park. (The Martino Family Property) Limona Construction presently has an agreement with the Martino Family that would facilitate this dedication. View Royal may wish to secure this park dedication with a parks development agreement as part of the rezoning.
We propose that the following terms be included in the comprehensive development zone to allow the proposed development to proceed.

In regard to updated information for the site covering our new plan, we have given the area planner the following;
- Updated Wildland-Urban Interface Fire Hazard Assessment
- Storm Water Management Plan from Associated Engineering
- Draft traffic plan that is presently being amended to include the additional information requested by your engineer.
