Mayor Screech called the meeting to order at 3:32 p.m.
The Mayor acknowledged that this meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

5. PUBLIC PARTICIPATION PERIOD
a) I. Booth, Victoria Highland Games Association, described the construction progress on the Scottish Cultural Centre at 1801 Admirals Road noting an anticipated completion date of August 2022. Mr. Booth asked that the Committee support the Association’s grant in aid request to cover the general municipal portion of the 2021 property taxes for the site.

STAFF REPORTS a) West Shore RCMP
- 2021 Annual Year End Report
As the RCMP Superintendent was unable to attend the meeting, the Committee requested that the 2021 West Shore RCMP Annual Year End report be deferred to the April 2022 Committee of the Whole meeting.
b) Public Safety Report for January – February 2022
- Report dated March 2, 2022 from the Director of Protective Services
The Director of Protective Services gave an overview of the report to the Committee. The Director noted that the Ministry of Transportation and Infrastructure expects to clean-up of some of their properties in the municipality beginning in mid-April.
The Committee and staff discussed vehicle repairs, training, and the extent of the disaster response plan.
The Committee congratulated the Director on his completion of the recent Wounded Warrior Run.

STAFF REPORTS a) Official Community Plan Update – What We Heard Report #2
- Report dated March 3, 2022 from the Director of Development Services
The Director of Development Services and consultants, M. Thomson and O. Pinho, EcoPlan International, presented the Official Community Plan Update to the Committee.
The Committee and staff discussed corridors identified in the existing Official Community Plan for higher density redevelopment; mobility and the benefits of congestion to encourage alternative transportation choices; lot assembly; and community support for carriage houses and exploration of other forms of increased density such as duplexes.
The Committee discussed the need to de-emphasize the Town Centre; concentration of commercial nodes and transitions from these areas; amenities to maintain quality of life with higher density; integrating the Official Community Plan with climate action with tools such as density bonusing; and incorporating active transportation with land use decisions.

COW-08-22 THAT the Committee recommend to Council that the Victoria Highland Games Association be approved for a grant in aid in the amount of $31,445.91 for the general municipal portion of the 2021 property taxes for 1801 Admirals Road. CARRIED

- Greater Victoria Crossing Guards Association – $15,760
- The Bike Victoria Society – $500
- 3rd Arbutus Scout Group – $630
- Peninsula Streams Society – $1,000
- Vancouver Island South Film and Media Commission – $1,500
- FED Urban Agriculture Society – $750

AND THAT the 2022-2026 Financial Plan include the total of $89,586 for grants in aid;
AND FURTHER THAT an additional $10,000 be included in the 2022-2026 Financial Plan for grants in aid applications that may arise in 2022. CARRIED
Staff will confirm the Victoria Sexual Assault Centre’s grant in aid requirement given the Province’s March 7, 2022 funding announcement for community-based sexual assault response services.

8.2 PETITIONS & DELEGATIONS
a) D. Foord, Invictus Commercial Investment Corporation, Re: Development of 339, 341, and 345 Island Highway
Mr. Foord spoke to the Committee requesting feedback on the proposed development at 339, 341, and 345 Island Highway. He noted that once feedback is received, his firm will proceed with a public engagement process.
R. Whetter, DeHoog & Kierulf Architects, gave a presentation to the Committee introducing the project which would combine 339, 341, and 345 Island Highway to construct a strata-titled, rental residential development comprising four six-storey buildings.
The Committee and Mr. Whetter discussed the need for a pedestrian friendly development, floor space ratio, massing, articulation, streetscape, form and character, installation of a traffic light, mixed residential component with the addition of townhomes, and walkable amenities.

STAFF REPORTS a) Energy Step Code Update
- Report dated March 1, 2022 from the Auxiliary Building Official
The Auxiliary Building Official gave a summary of the report to the Committee.
The Committee and staff discussed what other municipalities in the region are doing regarding the BC Energy Step Code; consideration for in-stream applications; and the desire to both stay one step ahead of the Province with respect to implementation and to take a regional approach.

The Community Planner gave a summary of the report to the Committee.
Project architect, Charles Kierulf, dHKarchitects, spoke to the Committee and discussed challenges with the site, retaining walls, and parking.
The Committee and staff discussed parking, green roof, stacked boulders, form and character, fenestration, building façade, and at grade entrance.
