PURPOSE OF REPORT

To provide a project update to zone land within the “Glentana Village” Land Use Contract area.

BACKGROUND

When the Town was an unincorporated electoral area of the Capital Regional District, CRD Bylaw 421 was adopted in 1978 to enter into a land use contract (Attachment 3) for development of the following properties shown in Figure 1:

  • 1500 Glentana Road
  • 1501 Glentana Road (Cameo Housing Co-operative)
  • 1507 Glentana Road (Glentana Village Recreation Centre)
  • 1611, 1615, 1617, 1619 and 1621 Glentana Road
  • Residences on Falstaff Place, Ethos Place, Amber Place and Demos Place

The “Glentana Village” land use contract terminates in 2024. Staff is developing zoning for this area because there is no underlying zoning in place. The intent is to follow the provisions of the existing land use contract as much as possible, to minimize the creation of lawful nonconformities for uses and structures permitted in the land use contract, and to also consider the Official Community Plan’s land use designation policies. Amendments to zoning bylaws initiated by a local government must follow Local Government Act procedures, but do not require the assent of property owners.

DISCUSSION

This project to rezone the lands within the Glentana Village Land Use Contract area was first presented at the March 8, 2022 Committee of the Whole.

Since then, a letter (Attachment 1) introducing the project has been sent to property owners and residents in the land use contract area. Rezoning signs will be posted the neighbourhood and a project webpage is being set up for the Town’s website to provide current information on the project. This approach of advance notification is being taken to make information freely available to the neighbourhood as there are approximately 180 residences in the area.

Because of the longstanding use of the lands, staff are proposing a Comprehensive Development Zone with distinct subzones for this area. A draft of the subzones setting out land uses is presented in Attachment 2. Additional details will be incorporated as we hear back from residents and continue to move through the process.

NEXT STEPS

Draft zoning regulations will be presented on the project webpage prior to introducing the bylaw at a Council meeting in May. This would allow several weeks for property owners and residents to review the proposed zoning regulations and provide comment if they wish, before the bylaw process begins.
