a) Crane Place Access Signs – Mayor Screech
The Mayor asked if there is a plan for the Town to place a shoreline access sign on Crane Place.
The Director of Engineering noted that engagement with residents lead to no signage being installed at the time of project completion though that arrangement was conditional upon nothing being done to deter public access and also the municipality’s plans.
The Committee agreed that the posted “Beware of Dog” and “Private Property No Trespassing” signs do deter public access, staff can write to this adjacent property owner to advise, and a shoreline access sign can be installed.

a) Energy Step Code Bylaw
- Report dated June 7, 2022 from the Auxiliary Building Official
The Auxiliary Building Official gave a summary of the report to the Committee, including a review of CleanBC’s Roadmap to 2030 timelines for both regulatory low carbon pollution standards requirements and for energy efficiency regulatory requirements in the BC Building Code.
A two-phase approach is proposed for View Royal whereby, by January 2023, the Town would implement the current Step Code requirements of Saanich, Central Saanich, and Victoria, and, by June 2024, the Town would move up one additional Step, with an option for low carbon systems, provided that other municipalities do the same.
The Committee and staff discussed engagement in regional workshops; hybrid efficiency as opposed to a low carbon pathway; low carbon requirement pathway with both low and zero carbon construction requirements and individual adoption dates; the Province’s anticipated December 2022 release date of the 2022 BC Building Code update; timeline for implementation to accommodate developers; and engagement with the development community.
The Auxiliary Building Official noted that there are two separate compliance paths – Step Code for energy efficiency through building design (insulation, windows, equipment, air tightness/air exchange) and carbon emissions (GHGs) through construction and building equipment with an emphasis currently on hydro.
The next steps will see a Building Bylaw amendment proposed with an effective date of January 1, 2023 to allow developers time to meet the new requirements during the design phase of projects. As well, staff can then update necessary documentation, processes, and website content to communicate the upcoming changes.

b) Development Permit Application No. 2021/02 – 167, 169 and 171 Island Highway
- Report dated June 8, 2022 from the Community Planner
The Community Planner reviewed the report for the Committee.
The Committee and staff discussed LEED Gold construction as opposed to BC Step Code 1 requirements, the two proposed landscape plans – the original landscape plan indicates no entry points into Portage Park while the alternative plan shows two, clarification of parking, fire turning radius, and landscaping.
The Committee expressed support for a single access into Portage Park at the southwest property line.
G. Mann, owner/applicant, discussed fencing (both pre and post construction), Step Code 1 construction, and ease of access to the regional bicycle trail from the development’s bicycle storage area.

c) Draft Official Community Plan
- Report dated June 9, 2022 from the Director of Development Services
The Director of Development Services gave a summary of the report to the Committee and noted she is now seeking feedback from the Committee as a whole prior to bringing the draft Official Community Plan (OCP) to the Town’s Advisory Committees and the public.
The Committee members discussed next steps, including a public open house; use of the Capital Regional District’s population projections; and population growth vis a vis park, sidewalk, and transportation needs. It was noted that the proposed OCP is not drastically changed from the current Plan and that the review was to be minor in nature.
The Committee agreed that they would provide their feedback to staff in the form of motions in the next day or two after this Committee of the Whole meeting for consideration by Council at the June 21, 2022 meeting.

AND THAT the Town of View Royal supply sites found in Attachment 1 of the June 9, 2022 Committee of the Whole report from the Senior Planner titled “Regional Public Electric Vehicle Charging Network Project Grant Application” to install four level 2 public EV charging stations. CARRIED
b) View Royal EV Charging Stations Update
