I have been reaching out to the Engineering department (and cc’ing Mayor and Council) regarding the municipalities decision to renew the refuse/compost contract.
I have written to the ToVR several times over the last few years to ask for a formal review of costs and benefits of continuing weekly collection.
I have been told to escalate to your attention as I’m assuming this is out of “staffs hands”?
I understand there was a council meeting, and several people spoke up about having bears and the need for weekly garbage collection. I was out of town during that call. Decisions need to be based on data not on several people speaking up.
Could we please see the cost to taxpayers as a comparison of options for collection. I had mentioned some potential solutions to consider that would mirror other municipalities. As a taxpayer, I would like to understand the potential savings of moving to biweekly pick up and consideration of private pick up.
How do I bring this back to the attention of mayor and council and staff of View Royal?
I waited from the last contract renewal and was told that they would do a formal review. Would appreciate more information on this before contracts are extended or renewed.

Thank you for the response. I would just like to pose to counsel and to staff a consideration of an analysis of the cost and benefits. This was not presented at council. The only thing that was presented at council was a consideration to continue and several people attended and voted for that. As residence, we cannot make informed decisions without appropriate data for consideration. Because several people have bears in their neighbourhood should not be a reason that the rest of the community has to continue with existing services.
I welcome an opportunity to have more conversation on this and would hope that a contract would not just be signed based on that one meeting

While I can appreciate that the deliberations and ultimately the outcome of item 7(b) of the February 3, 2026 Council meeting was not the answer you were looking for, Council resolved through their discussions that existing levels of service be maintained with the addition that staff investigate options to provide residents with secondary suites the opportunity for additional bins.

Thank you for your response. Unfortunately I was out of town this week.
I’m not satisfied with the way this issue was addressed at council.
It appears a few people were concerned about bears and require frequent (weekly) pick up. I find it hard to believe we make tax cost decisions based on a few people.
I had provided options such as private pay (where these few concerned people could request additional pick up).
I would like to request a meeting to discuss this and review the cost benefit analysis for this decision.
We as a community and municipality need to look at ways to reduce taxes, serve the reduction of environmental impact and due our collective part. Instead we justify tax increases.
Please let me know when I would be able to meet with yourself and other interested parties.

Hello Mayor and Council;
I am a tax paying resident of View Royal.
I would like to raise an issue for consideration of the Feb 3, 2026 Council meeting.
The Garbage collection contract is up for renewal/negotiation/new procurement. The weekly frequency ToVR is considering to continue is overkill and tax payers pay the price again.
There are many options available to offer tax savings in this service. We are one of only a few municipalities currently offering once a week collection.
The argument that there would be no cost savings based on an analysis done in 2008, is outdated and misinformed. If you only consider wages, fuel savings and greenhouse gas reductions, this has to result in savings. If the current organization will not offer that, there are many good private organizations that can provide great service for a competitive pricing. This could offer those that want more service the ability to get more using a “fee for service” model. They have trucks that are able to get down smaller streets as well, which I know is a concern.
Please consider these points for further investigation:
- As a community we all need to reduce, reuse and recycle “RRR”. Residents will be encouraged to RRR even more if they do not have weekly pick up.
- Reducing collection in half (moving to every 2 week collection instead of weekly) HAS to amount to cost savings with people being able to purchase stickers for extra bins.
- There are environmental benefits to reducing collection frequency through green house gas reductions. This should be a priority.
- Consider private collections or other agencies for more competitive pricing.
- View Royal is one of only a few municipalities getting weekly pick up.
- The council needs to consider looking for cost saving measures instead of always looking for justification for tax cost increases.
I had written a couple of letters over the last several years asking for consideration into this matter and was responded to with “we are already in the process of signing a contract but will take this into consideration for our next renewal”. I have copied one of my previous letters below.
Again, as offered in my earlier correspondence, I am happy to help investigate a procurement process for this with the ToVR.
Unfortunately I am out of town on Feb 3, 2026 and will likely not be able to dial into the meeting if I do not have cell service. Please consider this letter an opportunity to further investigate this matter.

Hello Mayor and Council
I understand there is consideration for an increase per household in fees for garbage/compost collection.
I would like to enquire about a “fee for use model” instead of an across the board increase.
We are a single family home with a legal suite and are provided 1 green compost bin and 2 grey garbage bins. We make every effort to reduce, reuse, recycle and compost. We rarely fill 1 grey bin per week and 1/4 of the green bin.
We feel there could be some incentive to reduce, reuse, recycle and compost if people were being charged for their usage. This thereby may save money for View Royal.
I would be happy to help you investigate this potential opportunity if you were interested in help.
