Your input is valuable as we consider the contract renewal.

Council of course will have to consider a wide range of input. Aside from challenges with garbage attracting animals I have not seen significant desire to change the current level of service however there may be more information in a staff report for Council to consider.

Good afternoon; Attention: Mayor & Council of View Royal

I am writing to you again regarding Garbage Collection options. I have received information from Ivan Leung with the staff report and their recommendation to council to pursue a competitive bid process. I understand that a decision was made at a Council meeting to continue services without changes. I was not at this meeting (was out of town). I did not expect that a decision on this would be made based on the following:

  • Some residents living in rural areas that prefer frequent pick up based on wildlife (a very small percentage of the View Royal population.
  • Survey results saying services were meeting expectations (there was no data on price and delivery options provided to make an educated decision). Service is satisfactory but could potentially cost much less, based on potential service adjustments to bi-weekly and still offer fee for service for extra bins/bags.

Staff could be directed to go to procurement to review options to bid on service delivery weekly, bi-weekly and private (as needed). The resulting costs could then be put out to all tax payers for engagement. I'm assuming tax payers would prefer to pay less and reduce accordingly. There could always be the option to pay for additional pick up/quantity.

The burden of needing larger bins could be passed on to residents. Other municipalities have NOT had to provide larger bins and resident can chose to do that if they wish.

The other consideration that should always be at the forefront is the environmental impact of driving this truck for weekly pick up.

I will not be able to attend Council meetings on Tuesday evenings until June 2026 as I will be at the University of Victoria. I am happy to meet with your Council or Staff to discuss next steps.

I highly recommend this is not just brought before Council for the few people that are able to attend to provide their opinions. Decisions for this should be based on facts and financial impacts.

I can make myself available for discussion if you would like, unfortunately not during the Council meeting.

Please advise on your thoughts and next steps.
