ELECTION PROCEDURES BYLAW AMENDMENT – MAIL BALLOT VOTING
RECOMMENDATION:
THAT the report dated March 17, 2026 from the Director of Corporate Administration titled “Election Procedures Bylaw Amendment – Mail Ballot Voting” be received.
PURPOSE:
The purpose of this report is to seek Council’s approval to amend the Election Procedures Bylaw No. 989 to reflect amendments to the Local Government Act which removed restrictions on who may vote by mail ballot.
BACKGROUND:
In 2018, the Town introduced mail ballot voting, and under previous provisions of the Local Government Act, mail ballot voting was limited to electors who expected to be absent from the municipality during advance voting or on general voting day or who had a disability, illness or injury preventing attendance at a voting place.
Recent amendments to the Local Government Act have removed those eligibility restrictions. Local governments are now authorized to provide mail ballot voting more broadly.
The proposed amendment, Bylaw No. 1164, removes subsection 7.2 of the existing bylaw in its entirety, as it contains outdated eligibility language that is no longer consistent with current provincial legislation.
