1) Nature and goals of the project, program or event:
The VRCA Hall, originally constructed in 1940, is nearing the end of its functional life and requires significant upgrades to continue meeting community needs.
VRCA’s constitutional purpose is to own, maintain, and operate a community hall that promotes the social, recreational, and civic welfare of View Royal residents.
This grant request supports the next phase of structured pre-development work required to responsibly plan for the renewal and enhancement of this important community asset.
The proposed scope of work includes: establishing a formal redevelopment committee with clear governance and decision-making authority; engaging VRCA members and user groups to assess current space functionality and future programming needs, advancing business planning to determine a financially sustainable path forward, completing site due diligence, and working with a design team to prepare a preliminary concept, program, and massing for early discussions with the Town of View Royal.
This work will ensure that any future redevelopment enhances the VRCA’s ability to deliver multi-purpose space, childcare space, flexible programming areas, improved storage, and operational efficiency while remaining alignment with current community benefits VRCA delivers, and aligned with municipal policy and context.

This initiative directly supports the renewal and enhancement of a long-standing community asset that has served View Royal residents for 80+ years.
The planning work will enable VRCA to establish a strategy to continue to be a vibrant, inclusive gathering space that supports social, recreational, and civic life of View Royal into the future, ensuring its continued ability to deliver key community services including before- and after-school care, preschool programming, small events, community meetings, and multipurpose uses that are often space limited in the current hall building.
The result will be a clear plan, roadmap, and approach for upgrading the Hall to better serve youth, families, and community organizations.
The process will also establish a transparent governance and decision-making framework ensuring that any future redevelopment is grounded in community consultation and aligns with the Town’s planning policies and Development Permit guidelines. This reduces long-term project risk and ensures responsible stewardship of community land.
