CALL TO ORDER – Mayor Tobias called the meeting to order at 6:00 p.m.
APPROVAL OF AGENDA MOVED BY: Councillor Brown SECONDED: Councillor MacKenzie THAT the agenda be amended by moving items 10. d), e), and h) to 11. a), b), and c); AND THAT the agenda be approved as amended. CARRIED
PUBLIC PARTICIPATION PERIOD a) D. Fownes, Jedburgh Place, expressed her concerns regarding short-term rental regulations in View Royal. b) M. Wiltshire, Erskine Lane, discussed challenges regarding bike lanes, bollards, and parking on Erskine Lane.
BYLAWS a) Amendment to Animal Control, Fees and Charges, and Municipal Ticket Information Bylaws
Report dated April 2, 2026 from the Director of Protective Services The Director of Protective Services gave an overview of the report to Council. Council inquired about the consistency of the bylaw changes with those of the Capital Regional District and other local municipalities. Fees and Charges Bylaw No. 958, 2016, Amendment Bylaw No. 1166, 2026 A Bylaw to Amend the Fees and Charges Bylaw Pertaining to Animal Control MOVED BY: Councillor Rogers SECONDED: Councillor Brown THAT Fees and Charges Bylaw No. 958, 2016, Amendment Bylaw No. 1166, 2026 be given first, second, and third reading. CARRIED
Municipal Ticket Information Bylaw No. 643, Amendment Bylaw No. 1167, 2026 A Bylaw to Amend the Municipal Ticket Information Bylaw Pertaining to Animal Control MOVED BY: Councillor Brown SECONDED: Councillor MacKenzie THAT Municipal Ticket Information Bylaw No. 643, Amendment Bylaw No. 1167, 2026 be given first, second, and third reading. Tax Rates Bylaw No. 1169, 2026 A Bylaw to Levy Rates for Municipal, Regional District, and Regional Hospital Purposes for the Year 2026 MOVED BY: Councillor Rogers SECONDED: Councillor Mattson THAT third reading of Tax Rates Bylaw No. 1169, 2026 be rescinded; AND THAT the tax rates listed in Column B (Capital Regional District) and Column C (Regional Hospital District) of “Schedule A” be amended; AND FURTHER THAT Tax Rates Bylaw No. 1169, 2026 be given third reading as amended. CARRIED
MAYOR’S REPORT The Mayor recognized the recent passing of Jean Screech and Lillian Szpak, noting Ms. Screech’s contributions to the View Royal community and Councillor Szpak’s contributions as a City of Langford Councillor and colleague. He extended condolences to their families and to colleagues throughout the broader community.
PETITIONS & DELEGATIONS a) C. Rempel and K. Bekkema, Habitat for Humanity Victoria, Re: Habitat for Humanity Victoria's Affordable Home Ownership Program C. Rempel gave a presentation to Council regarding Habitat for Humanity Victoria’s program for affordable homeownership. Council discussed opportunities to support affordable housing development, partnerships with developers, and potential incentives to encourage below-market unit sales. They also inquired about Habitat for Humanity’s ownership model, funding approach, reliance on volunteer labour, and broader community benefits.

Council discussed parking and bike lane needs on Erskine Lane and the need to review provisions regarding cash-in-lieu of parking.
