Council Report: Development Variance Permit 2026-01 - 254 Island Highway
A report from the Community Planner recommending approval of a variance to significantly reduce required parking for a proposed office use.

DEVELOPMENT VARIANCE PERMIT 2026-01 – 254 ISLAND HIGHWAY
RECOMMENDATION:
THAT Council authorize the issuance of Development Variance Permit 2026-01 for 254 Island Highway in accordance with plans submitted to the Development Services Department on May 21, 2026, subject to the development meeting all the Town’s Zoning Bylaw requirements, except for the following variances:
- Reduce the required number of parking spaces from 15 to 4.
- Reduce the required number of accessible parking spaces from 1 to nil.
ALTERNATIVE OPTIONS:
THAT Council decline Development Variance Permit 2026-01 for 254 Island Highway.
PURPOSE:
The purpose of this report is to consider Development Variance Permit (DVP) application 2026-01 for 254 Island Highway. The DVP includes two variances, to reduce the required number of parking spaces for an office use.
DEVELOPMENT APPLICATION PROCESS:
Figure 1 below outlines the DVP application process. The red star identifies where the application falls within the process.

BACKGROUND:
The proposal was introduced at the Special Council meeting on May 12, 2026. Council passed the following motion:
THAT Council, after giving notice, consider the following motion:
THAT Council authorize the issuance of Development Variance Permit 2026-01 for 254 Island Highway in accordance with plans submitted to the Development Services Department on March 9 and 27, 2026, subject to the development meeting, except for the following variances:
- Reduce the required number of parking spaces from 15 to 4.
- Reduce the required number of accessible parking spaces from 1 to nil.

Notice of this meeting to consider this application was made in accordance with Development Procedures Bylaw No.730, 2009 and Public Notification Bylaw No. 1160.
ANALYSIS:
Following the Special Council meeting on May 12, the applicant updated the floor plans to show the end-of-trip facilities (i.e., shower), which are attached to this report (Attachment 2).
It is recommended that DVP 2026-01 for 254 Island Highway be approved.
Impacts and implications can be summarized as follows:
Community Impact: Due to the limited amount of parking on site, there is some potential concern for overflow parking onto the surrounding streets, which have a limited capacity for on-street parking.
Financial Implication: There are no financial implications anticipated for the Town.
Inter-government Relations Impact: Ther are no anticipated impacts to inter-governmental relations.
